"According to the results of the information that we heard, we will see if there is a need to make amendments and additions to the current laws," said Vasily Piskarev, head of the Committee on Security and Combating Corruption. Among them, providing users with the opportunity to abandon unwanted messages, as well as the launch of the cessation function or, on the contrary, the organization of mass mailing at the request of the state. Through messengers, it is forbidden to transmit "information distributed in violation of the law." The Service Administration is obliged, at the request of the state, to block the sending of such messages. For violation of these requirements, messengers are supposed to be blocked.
On June 8, a bill on the ban on the use of anonymizers and VPN for access to blocked sites was submitted to the State Duma. The document proposes to oblige the owners of such services to independently limit their users access to resources from the register of prohibited, otherwise the services themselves are threatened by blocking. Also, according to the project, search engines will have to delete links to prohibited sites from issuing. On Thursday, the State Duma Committee on Inform Policy approved the bill for adoption in the first reading.
