However, departments involved in the implementation of the program considered that in some cases such an answer can be recognized as a proportional possible future attack from Russia.

The decision on the use of "implants" should be made by the current US President Donald Trump. As noted, American intelligence agencies can continue to develop a program without its sanction. The president can cancel it with a special order, but so far such an instruction has not been received from Trump.

In addition to the secret program, the investigation says, Obama also ordered several demonstrative cyber attacks on important Russian computer systems, without causing great harm. These attacks should show Moscow the information capabilities of the White House.
