The Center for Transpenser International-Russia, together with the journalist Lily Dobrovolskaya, found several interesting apartments in Miami in the condominium of Trump Palace, recorded in the name of Igor Zorin and acquired with the help of a former FSB officer, and now the head of the Board of Directors of the Alfa Etaticriminal, Svyatoslav Mangushev. The first American-Russian law enforcement motorcycle club Spetsznaz located in Miami helped a successful investigation . Among its founders is Svyatoslav Mangushev, who is headed by the Board of Directors of the Alfa-Antical Criminal Security Group in Russia. Since 2012, Mangushev has actively bought real estate in Miami. And his partner was a man named Igor Zorin. A person with the same name heads "Russian broadcasting and warning networks", a state enterprise, which owns all radio points in Russia. "The main activities of the Federal State Unitary Enterprise of the RSVO FSUE are the construction and operation of special warning networks, the broadcast of state radio programs, the sound service of the most important government events, including the Victory Parade in Red Square in Moscow. - The main character of this investigation - Igor Zorin - what kind of person? And why should we even be interested in his apartments in Miami?

- Let's immediately make a reservation about the personality of the director of the Federal State Enterprise of the RSVO, who creates a broadcast and warning network, Igor Zorin and a person named Igor Zorin, who owns commercial companies for which apartments in elite apartments in Miami are recorded. We do not claim that this is one and the same person, but we assume that Igor Zorin can simultaneously be the head of the Russian FSUP (state unitary enterprise. - RS) and the owner of these companies. It has been a civil servant for a long time - since 2007, if I am not mistaken. As a director of the Russian state -owned enterprise, he cannot own and manage commercial companies, including foreign companies. This figure attracted us precisely in connection with the forbidden restrictions that apply to it as a civil servant. Accordingly, if confirmed - and we wrote to the prosecutor’s office on this subject - its possession of foreign firms, then it will need to be fired from the position held. In addition to the fact that this is an interesting history, in this situation, we are interested in compliance with the legislation to counteract corruption.

The second figure in this investigation that interested us is Mr. Mangushev. Svyatoslav Mangushev is the founder of the American motorcycle club Spetsznaz, and he also heads the board of directors of the Alfa-Antikrimmminal group of enterprises in Russia. As a rule, in this group of security enterprises, former employees of the Federal Security Service, other law enforcement agencies, and the counter -terrorism unit in particular. In general, a person is quite difficult. Thanks to our investigation, we, as it seems to us, managed to find connections between Mr. Zorin and Mr. Mangushev.

- What is this enterprise, which is managed by Zorin, how can it be connected with the special services, what does it do?

- This is a state -owned enterprise, which is engaged in networks of special warning, broadcasting state programs and, as far as we know, ensures sounding maintenance of state events level of the Victory Parade on Red Square. That is, it is a fairly important enterprise. We do not know exactly what level of access to Gostine has Mr. Zorin, what is his status, but the state -owned enterprise is not ordinary. Before becoming the director of Russian broadcasting and warning networks, Mr. Zorin was the deputy head of the Federal Communications Agency, he served as director of the Main Center for Special Communications, this is such a feldyger service in the structure of Rossvyaz. They deliver secret departures, notification, weapons, cash, in general, everything that is needed.

- Who is Mr. Mangushev? And how are they connected with Zorin?

When Zorin worked at the Main Center for Special Communications, FSUE transferred a lot of contracts for orders to ensure security for the private security forces, which are part of the Alfa-Antical Criminal group. We managed to find a letter of thanks in the name of Mangushev, which was signed by Zorin

-Svyatoslav Mangushev-a retired officer of the FSB special forces, the Alpha group, and a person who is closely connected with Alfa-Antical Criminal. This is also not an ordinary private security company (private security company. - RS) , because veterans of the counter -terrorist unit of the FSB work in any choke. How are they connected? When Zorin worked at the Main Center for Special Communications, FSUE transferred a lot of contracts for orders to ensure security for the private security forces, which are part of the Alfa-Antical Criminal group. We managed to find a letter of thanks addressed to Mangushev, which was signed by Zorin. After Zorin moved to another FSUE, in which he is now, to Russian broadcasting and warning networks, there were also a lot of large contracts that he transferred to the Mangushev enterprise. This situation allows us to say that a conflict of interest is possible here, and we do not know whether Mr. Zorin regulated this situation with his superiors. This, in fact, is what we ask to clarify the General Prosecutor's Office.

- In what year did Mangushev left the public service?

- We know that in 2010 he moved to Miami, where he took up business and began to purchase real estate. There are several companies that he acquired for fairly large amounts, from a million dollars and above. When exactly he stopped being an FSB officer, I can't tell you for sure.

- What kind of real estate did you buy in Miami Mangushev and Zorin? And what amount did they spend about?

- I bought, in fact, Mangushev through commercial companies. In total, the amount amounted to about $ 9 million, a little more. At the moment, as far as we understand, at the companies that Mangushev founded and which were then transferred to Zorin, there are three apartments.

- That is, the retired FSB officer moved to the USA, in Miami, and in almost a few years spent $ 9 million on the purchase of real estate.

- It turns out so, yes.

- Do you have assumptions why Zorin needed these companies that Mangushev gave him? Also only for buying real estate?

- We can now say that these companies were used to purchase real estate. What other operations they carried out, we can’t say now, although one of these companies is a company with the right to purchase firearms, respectively, it could also be discussed about the organization of the Chop type, one of the companies probably did something in this spirit. But we did not find any traces of the real activity of this enterprise.

- What documents, in fact, are confirmed by the fact of a person’s management named Zorin, with the name Igor, American companies?

Zorin’s signature on a recommendatory letter is very reminiscent of the signature on constituent documents, it is very similar

- We used the notes in the register of real estate of the district of Miami Deit, and according to these records, Zorin owns three apartments in the Trump Palace condominium through three companies. The last two companies were purchased from February to April 2012. Then we used the data of the Florida state corporations and some other open sources. That is, in principle, if desired, anyone can repeat our investigation process and get the same information. For us, the most important documents, on the one hand, were the letter I already mentioned to the Alfa-Antikrimal group of companies and, on the other hand, the constituent documents of one of the companies called Trump Palas. The signature of Zorin on the recommendation letter is very reminiscent of the signature on the constituent documents, it is very similar. And these two documents allowed us to suggest that this could be the same person.

- As far as I remember, Transpenseri International has already conducted an investigation about how Russians buy real estate in Miami from Donald Trump.

- Even two.

- Do I understand correctly that it was these investigations that ultimately made it possible to reach this story of Zorin and Mangushev?

- The fact is that Miami is generally an interesting territory for us. Firstly, because there really are a lot of immigrants from the Russian Federation, from the former Soviet Union, there are a lot of Russians, and they acquire expensive real estate, which is also there. Secondly, there are some disadvantages of legislation that allow you to easily hide ends in the water, acquiring real estate on dummies, to acquire expensive real estate for relatives, and so on. That is, in principle, as far as we can judge now, the Russians are drawn abroad to those places where they, in fact, are. People tell each other that real estate can be purchased here, they have the right person, and everything happens very quickly. There are not very many such places as Miami, as far as we know, in the USA, but in Miami there is simply a real clondike for anti -corruptions.

- We know Miami as a place that stars love, celebrities, people who can have money sufficient to buy real estate. In general, are the amounts spent on real estate in Miami Mangushev and Zorin comparable, at least approximately, with their income in the positions that they held in Russia?

- As for Mangushev, I can’t say. Although it is unlikely that the FSB officer received sufficient money as a salary in order to purchase such expensive real estate. But as for Mr. Zorin, if we assume that this is the same person, it seems to us that there is a sufficiently serious discrepancy.
