
The History Chamber found violations for 6.8 billion rubles in the work of the Ministry of Internal Affairs in 2016, RBC writes with reference to the materials of the portal of the state financial audit.
The main violation is associated with the purchase of information systems, software and communication infrastructure. As explained by RBC, purchases in this area for government agencies are carried out only according to the informatization plan. This document for each stateganese is separately approved by the Ministry of Communications, Finance and Economic Development.
The auditors of the Accounts Chamber came to the conclusion that the Ministry of Internal Affairs concluded almost 40 thousand contracts with contractors before this plan was signed.
In total, the Accounts Chamber found 25 violations in the Ministry of Internal Affairs, most of them did not cause damage to the budget, RBC said. The Ministry of Internal Affairs did not quickly respond to the request of RBC.
The Accounts Chamber was also not informed whether the department would ask the Prosecutor General to check the activities of the Ministry of Internal Affairs.
The ministry called the violations discovered by the Accounts Chamber by “technical”, reports RNS. As the department explained, they are associated with the “procedure for coordinating departmental informatization plans with the authorized federal executive body.”
