The victims of the Universiade

Krasnoyarsk is preparing for the 2019 Winter Universiade. The city build and renew stadiums, ski and sanitary routes, hospitals. One of the facilities of the Universiade is the road along Volochaevskaya Street: she will connect the new bridge over the Yenisei with Kopylov Street, one of the main motorways of Krasnoyarsk.

The total project cost is more than six billion rubles. This amount includes not only the construction itself, but also, for example, the improvement of the territory, and the resettlement of people whose houses fall under demolition because of the road. Specifically, more than two billion is allocated to relocate people from the places of a large construction site. But in fact, the houses of several families were directly on the construction site of the new megamagistral. People are afraid to fall asleep at night - it’s scary to be under the rubble. Knocking into all authorities - but they are not heard. And most importantly, it is not clear what awaits them further and whether they will be relocated somewhere at all.

"We woke up - and we have a construction site"

The highway will pass through Nikolaevka - the old district of Krasnoyarsk with hundreds of private houses. Nikolaevka is located almost in the center of the millionth city, but at the same time it is a village. Locals hold large gardens, someone and animals: chickens, geese, turkeys. Live in Nikolaevka differently. Someone has cool 2-3-story cottages. Someone has antediluvian collapses. A resident of Nikolaevka Larisa Sabaeva says that the appearance of construction equipment in her area was a complete surprise for her.

- Nobody warned us at all that our house falls under demolition, and there would be a construction site nearby. We had neither appraisers, no officials, nor representatives of the Stroyfirm, and we did not receive any notifications, ”says Larisa. - We just woke up one day and saw that our garden was half filled, and taps and excavators work right there. Of course, everything died with us - honeysuckle, currant. And we ourselves live as in the catacombs of some. Consider that in the pit. On the one hand, we have an earthen embankment above our house, on the other, heavy equipment drives. We are in the middle. And most importantly, they didn’t tell us-they will still be demolished or not and not what to do next. When I saw the tap in my garden, let's call it right away to all instances. I have not received an answer anywhere. Everyone says: this is not our competence. It turns out that it seems to be a draw.

In Nikolaevka, as it turns out, many did not know that a construction of national importance would go right around their houses. And still people have no clarity here: they will demolish them at home or not, and if they are, then where to move. Meanwhile, the builders - the company "Siberian" - do not particularly stand on ceremony and unfold the construction right in the yards of residential are still up. Larisa Ivanovna says: at night the family (her husband and grandson) cannot fall asleep. Firstly, the construction three meters from the house goes around the clock. Secondly, scary. Sabaevs are afraid that the embankment once simply covers their house.

-I say to the builders: guys, well, you yourself look at what you are doing! And they to me: “We were told to dig, we dig,” says Sabaeva. For water, the inhabitants of the undeveloped houses on Yubileinaya Street go to the only surviving column, which is also on the construction site. By the way, only on the approaches to the column and a purely symbolic fence is installed (knee -deep, long - meter, can be circumvented on both sides) with a sign that warns that the construction is underway. There are no fences anywhere else. At all. It is impossible to say where the border between the courtyards and the construction site passes. The ribbon around their yard Sabaevs was pulled by themselves.

The neighbor Larisa Ivanovna, a 80-year-old woman of faith, bulldozers also rolled a garden. The construction approaches her house at once from three sides, only the exit to the street remained. Therefore, the son of Baba Vera, an ambulance, after the shift, also cannot fall asleep.

“We also don’t know anything where we will be relocated and when.” Yes, and whether they will move at all. You know, I felt bad with my heart when I was crushed, ”says Baba Vera. - She was sick for a long time, lay down. After all, I have already 80, they would have been allowed to live calmly, they would not touch us already. And so I am sitting all day, closing myself in the house: it is scary to go out, and it’s scary to stay there.

The inhabitants of Yubileinaya now have another concern. They tell motorists who had arrived here (there are no warning that the street is resting at a dead end due to construction), how to get to the city from here-now it is customary to say that in Nikolaevka just like that. Its residents themselves, who are not by cars, get to the city for about 40 minutes on foot - no longer.

“That's what is shocking: people were not even informed about what awaits them, they didn’t offer to move, they didn’t warn about anything, they didn’t appreciate the housing-if it was bad, well, at least somehow,” says Nadezhda tenzbaeva , a representative of the European Legal Service. - And in those houses, the demolition of which they warned, appraisers came when the construction around was already going on.

"The beasts have better conditions"

This is exactly what happened to Tatyana Volkova’s family, a resident of the house on Vsorzhnaya Street. More precisely, her family - she and her husband, two daughters, son -in -law and four grandchildren - now lives in the middle of the construction site.

-We have been worried about last fall: we see, it seems that they are going to build something next to us. No one is a word about the demolition. We ask the builders: they say, how do we - to stock up with carbon and firewood for the winter or already sit on suitcases? In the spring, do the garden or quit this business? - says Tatyana. “Nobody is a word to us.” And already in April of this year, when the construction was going on with might and main, one of the administration comes to us and demands an excuse for the assessment of the house and land. And we don’t have it. So only in mid -April the appraiser was sent to us. When everything was in full swing.

A capital two -story multicern house with a basement, outbuildings and 15 hundredths of land were estimated at 2.4 million rubles. For this money in Krasnoyarsk, you can buy a one -room apartment. Obviously, three families with four young children should move into.

The Volkovs are in no hurry to move: they hope that they will be able to challenge the assessment. Yes, and just have not focused so far, how to be in such a situation. But builders are in a hurry. Tatyana Volkova talks about the case, which at the end of May crashed to the whole of Krasnoyarsk. The elderly husband and wife had been excommunicated briefly, and when they returned, it turned out that their house was demolished. Together with pets and all belongings. This family officially had another 11 days left to calmly move: such a period was set by the court.

- Kudins here, opposite us, lived. Of course, we were familiar, but not particularly communicated. We and I, as comrades in unfortunately, became very friends, and they kept up apart. I didn’t even know for sure whether they had already moved or not. I only knew what they should have. And I see: the bulldozer drives up, and let their house destroy. And from there a screech and squeak. The dogs lived there - the builders rolled them up ... I then tell her: "Masha, well, are you - I could not warn that you did not move? You see what is happening around!". Well, the builders said later: “You would at least check if there are people at home before breaking everything. Or maybe a person is sleeping. Well, they would have looked out in the window: if there is a TV with a washing machine, the hosts are unlikely to abandon them when they moved. Probably somewhere.” And they have one answer: we were told - we do. We also had such a case: a young woman went to the hospital of the third child to give birth, and returned to the ruins with her child in her arms.

The wolves themselves feel in the siege. A huge mountain from the ground and stones adjoins their house close to their house, a crane standing on this grief hangs over the house. When recently in Krasnoyarsk there were a strong wind and hail, the stones flew to the windows Volkov.

“But we have children, you can’t knit them,” says Tatyana. - We are afraid when they play here.

People have nothing to breathe in construction dust. The smallest, one -year -old granddaughter of Tatyana daughter and son -in -law in a stroller are taken away for a walk away. More precisely, they take it off - it’s impossible to drive a stroller here. The car, however, also - her one of the son -in -law of Tatyana leaves the foundation pit at the top, when necessary - climbs there along the steps, which the family herself knocked out in a clay slope. On the same steps, people also go for drinking water, which is brought twice a week - you can dial it within an hour. In order to quickly drive an ambulance or firefighters, and there is no question about the houses.

A few days ago, in the civilian assembly, Elena Ulyasheva organized a meeting of the inhabitants of Nikolaevka with city officials, builders, and representatives of supervisory authorities. Not everyone came - for example, the Commissioner for Children's Rights Irina Miroshnikova ignored the invitation.

Now Elena Ulyasheva has prepared an appeal , which will be sent to the district, city and regional authorities, as well as the leadership of the Sibiryak company, which is building the road.

"Even before the construction began, it was necessary to inform every person whose real estate enters the demolition zone, about the rights and the algorithm of the actions that was waiting for him. This was not done. They forgot about part of the houses at all, and that this real estate needs to be evaluated by chance. Compensation payments for demolished housing have to wait for months. It turns out, while houses are already demolished, and new housing cannot be acquired by new housing. The reason for the compensation, people are on the street.

In the resolution, social activists demand to ensure the safety of people, organize water supply to their homes, and open access to emergency services. Finally put fences on construction sites. And if all of the above is not done, suspend the construction of the road.

The authors appointed the deadline for the implementation of the resolution on July 7.

So far, no signs that this appeal is read and heard in Nikolaevka is observed. State construction is in full swing. In the courtyards and houses, there are no resettled locals.
