There is no money for the government

The White House timidly tries to find out how many billions the company Igor Sechin has accumulated

The Russian government is the time to make a proposal for cooperation Alexei Navalny. Politically, this, of course, is impossible, but the situation in which the government cannot receive information about how much money is in the accounts of a completely state -owned company, the only function of which is to keep the state’s shares in other largest companies and collect dividends from them.

Meanwhile, as it became known to Vedomosti, the Government of the Russian Federation prepared an order - to ensure the availability of information about the financial condition of Rosneftegaz - the holder of the state packages of Rosneft, Gazprom and Inter RAO. This is exactly what Alexei Navalny did at the start of the political career. But he bombarded the state-owned company with requests and court claims, being their minority shareholder. The government belongs to 100% of Rosneftegaz. Why do you need a special assignment, is it not enough the rights of a single shareholder?

The focus is that the government itself granted the privilege to be a “black box” of Rosneftegaz. Another thing is that it is unlikely that it did it on its own initiative. So that you understand: Igor Ivanovich Sechin, the chairman of the board of directors of Rosneftegaz. And the Russian reality is such that it is not a person who receives money and influence, having received a certain post, but, on the contrary, the position is poured with power and force as soon as it takes a heavyweight. Nobody doubts the possibilities of Igor Ivanovich Sechin, and even after the story with the ex-minister of economics, Alexei Ulyukaev, open opponing from the government looks impossible.

Therefore, the assignment is formulated so modestly: at least find out how much money has accumulated there. There is no question of withdrawing them, for example, to the budget. Moreover, the leadership of Rosneftegaz does not believe that dividends of state -owned companies must go to the state. In the comments of RBC, Mikhail Leontyev, the official representative of Rosneft and at the same time Rosneftegaz curled that the company was created to implement priority investment projects in the oil and gas sector and not only.

By the way, Vladimir Putin spoke out in the same vein at a large press conference in December 2016: [from the means] of Rosneftegaz, projects in the field of science and education are additionally financed, while money related to aviation will be sent from there. ” Rosneftegaz money is required, “when the government forgets that there are priorities that need to be paid attention to,” the president said.

With this formulation of the question, the government, perhaps, should not know how much money is accumulated by Rosneftegaz. And then it will spend them on all kinds of nonsense, forgetting about the priorities.

But if you start from the assumption that this is such a special secret nursery, it becomes incomprehensible why the same Rosneft whines to fill it on the eve of a large election campaign. And even when the president personally recalls priorities.

Last week, Vladimir Putin met with Igor Sechin and asked him to increase from 35 to 50% the volume of dividends that Rosneft should pay. Not to the federal budget, by the way, but to the accounts of the same Rosneftegaz. But two days later, at the General Meeting of Rosneft shareholders, it was decided to leave the volume of dividend payments at the same level. That is, the president’s request was not heard.

All this, whatever one may say, does not fit even into the strange logic in which our hospitalism exists. The company is state -owned, but does not pay dividends to the state. Investment fund is president, but the president’s requests are ignored. It is learned that the beneficiary of this design is one.

But then what is its meaning?
