
The collegium of the Kuzbass administration (analogue of the regional government) approved a plan to eliminate “ineffective benefits” from January 1, 2018. The document was published on June 26.
Regional and local authorities must compile a list of tax benefits until October 1, which could be canceled, according to the disposal signed by the acting Governor Vladimir Chernov. At the same time, the Kuzbass administration has already been determined with the abolition of some benefits.
The authorities plan to cancel the benefits of innovative companies, residents of technology parks and special economic zones if they do not fulfill the criteria for deviations of target indicators. At the same time, these same “deviation criteria” have yet to be developed.
Kuzbass Technopark JSC was created in 2007. It provides innovative companies with offices, laboratories and industrial premises and services on preferential conditions. The main directions of residents: coal mining and processing, energy, mechanical engineering, ecology, medicine, information technology and biotechnology.
In addition, from January 1, 2018, a preferential rate on the property of organizations in relation to the municipal housing stock, which is 0.1% instead of the maximum in the region, will be canceled. Kuzbass authorities will also cancel the zero rate on regional and municipal roads, earlier such a decision was made in accordance with federal law in other regions. The Novosibirsk region, for example, promised to fully compensate for the tax to cities and regions.
Kemerovo officials also decided to abolish property tax benefits in relation to kindergartens, which are used under concession agreements, and the indulgence of private preschool educational organizations. The administration explained that this would affect only “unclaimed benefits”.
It follows from the document that it is accepted for financial recovery and budget balance of the Kemerovo region. Excellent ineffective tax benefits is one of the conditions for compliance with the contract with the federal Ministry of Finance on the provision of subsidies for leveling budgetary security.
