The head of Roskomnadzor, Alexander Zharov, told Interfax that he was ready to independently enter information about Telegram into the register of information dissemination organizers. The head of the department noted that publicly available data may not be enough.
Updated (18:33): Roskomnadzor refused to block Telegram. Zharov announced his intention to add Telegram to the register, since all the necessary data was found in the public domain.

Zharov emphasized that he “welcomes” Durov’s position and promised “in this case not to deal with bureaucracy.”
If the set of information that is necessary to be included in the register of organizers of information dissemination using the links that Pavel Durov provided in his message is sufficient, that is, all five identifiers are available, then we will obviously add Telegram to the register of organizers of information dissemination.

Previously, Roskomnadzor stated that companies are registered in the ARI register either independently or at the request of authorized bodies to Roskomnadzor.
According to Interfax, Roskomnadzor demanded to provide data about the messenger “with the support of federal channels and the FSB.” Earlier, the Federal Security Service announced the preparation of a terrorist attack in St. Petersburg via Telegram, and television showed several critical reports about crime on the service.

At this stage, the Telegram messenger has provided all the data required by law for inclusion in the register of organizers of information dissemination. In the near future, the messenger will be included in this registry.

Thus, Telegram began to work in the legal framework of the Russian Federation. I am sure that other international communication services should do the same. As for the laws of Russia, they are mandatory for all companies operating in Russian jurisdiction.
Updated (19:15): Telegram, its shortened and browser versions were included in the register of organizers of information dissemination under number 90-RR. The questionnaire contains the name, identifier, location of the company (London), email and other information about the messenger.

Previously, Pavel Durov agreed to include the messenger in the register of organizers of information dissemination and published on his page on VKontakte open data about the company Telegram Messenger LLP from the British register.
Thus, Durov responded to Zharov, who had previously called entry into the register the only requirement, if fulfilled, Telegram would avoid blocking. At the same time, Durov noted that he did not intend to comply with the “Yarovaya law”, which was incompatible with the company’s policy.
I cannot predict how this statement will affect the position of the regulator, but I am sure of one thing: if Telegram is really blocked in Russia, it will not happen because we refused to provide data about our company.

Social network users took advantage of the fact that anyone with an account on State Services can submit an application and sent several notifications. Roskomnadzor considered this to be the provision of deliberately false information to the authorities.
