
The Ministry of Internal Affairs has prepared a draft presidential decree on the approval of the concept of migration policy until 2020. The document is published on the federal portal of draft regulatory acts.
As one of the main goals of the concept, “ensuring the migration influx of the population into the territory of the distance of the distance and the Baikal region” is called.
“In modern conditions, it requires the creation of a new mechanism for regulating the number of temporarily and permanent immigrants that provide for the expansion of the powers of the constituent entities of the Russian Federation aimed at stimulating the residence of immigrants in the working -free regions, regions with an unfavorable demographic situation, regions of the Far East and the Baikal region,” the President’s Decree project said.
In addition, in the Baikalia it is supposed to create an infrastructure for living internal labor migrants, including on the basis of public-private partnerships. The authorities want to increase the investment attractiveness of the Far East and the Baikal region and reduce their transport isolation from Central Russia.
