The five -year plan is defended

The entry into force of the provisions of the "Yarovaya Law" on the storage of data by operators can be delayed by five years, until 2023. This was reported by Vedomosti with reference to sources in the government.

The Government Commission on Forever Activities examined the draft positive recall of the relevant amendments proposed by a member of the Federation Council Anton Belyakov and State Duma deputy Oleg Shein. The authors of the recall are invited to finalize it. As one of the sources of the publication explained, in practice this means that in general the project is supported, although it needs to be clarified.

The comments on the recall project were expressed by the representative of the FSB. What specifically are the claims of the special services, is not reported.

The draft amendments to the "Law of Yarovaya" Belyakov and Shein was made last summer. As the authors of the document noted, now in Russia there are no necessary capacities and manufacturers of equipment for storing the volume of information provided for by "anti -terrorist amendments". A short transition period may entail the placement of such a large -scale order at foreign sites, which contradicts the president’s order to provide data storage on Russian equipment and software. Over the past year, the arguments set forth in an explanatory note have become only more relevant, Belyakov told the publication.

In turn, Shein believes that a possible positive decision to postpone the entry into force of the Yarovaya Law means that the document can undergo serious substantive changes. “The pause is simply not taken, usually it means that the document will change meaningfully,” the deputy noted .

According to Shein, the "Yarovaya Law" was prepared as a response to terrorist threats and in this sense it can be considered "politically motivated." Given the possible “pause” there is a chance to “clear” this document from excessive politicism, the deputy explained.

According to the "Law of Yarova", from July 1, 2018, communication operators are required to store all telephone conversations, text messages, images, sounds, videos and other electronic users' messages within six months. It has been repeatedly noted that this will lead to trillion costs and can lead to an increase in prices for communication services.

On June 3, the head of the Rostec State Corporation Sergei Chemezov said that the terms of implementation of the provisions of the Yarovaya Law on storage of data can be extended . “Apparently, yes, you will have to change, because in those terms it is unrealistic. The regulators will make edits,” Chemezov answered the question about the time of implementation of the law.

According to the head of Rostec, in July, amendments to the Yarovaya Law, which regulate the terms and volumes of storage of information, as well as the technical parameters of the implementation of the law, may be ready. "A working group was created, its representatives of the Ministry of Communications are headed. This working group includes our representatives, the FSB, all interested parties. They are engaged in preparation, we give proposals. There is a roadmap. In my opinion, in July they should go out with some proposal," Chemezov said.
