A man beaten in a colony from Nepomnyashchy was allowed to talk to a lawyer only in front of those whom he accuses of beating

After several hours of waiting in Yaroslavl IK-1, lawyer Irina Biryukova managed to talk to prisoner Evgeny Makarov, who reported another beating.

“The lawyer was able to interview Makarov about the details of the beating by the colony officers only in the room for short-term visits. Biryukova was not allowed to talk in the meeting room between lawyers and clients. At the same time, the conversation was heard by the employees whom Makarov accused of beating,” reports the Public Verdict Foundation.

According to Biryukova, Makarov was beaten so badly that he could hardly move, he had cuts from handcuffs on his hands, and abrasions and wounds on his legs. He is in solitary confinement in a punishment cell; the doctors prescribed him a punishment cell and allowed him to lie on the bunk.

Lawyers regularly report that they are not allowed into IK-1 to see Makarov, Ivan Nepomnyashchikh and Ruslan Vakhapov, convicted in the “Bolotna case,” who spoke about beatings in the colony. Biryukova managed to get to Makarov after a meeting with the acting head of the correctional institution, Dmitry Nikolaev.

At the end of April, the ECHR ordered the Russian authorities to take urgent measures against three prisoners, including unimpeded access to lawyers and examination by independent doctors.

The European Court's decision came after prisoners reported being beaten following searches. Initially, the Investigative Committee refused to initiate a criminal case for the use of violence, but later the refusal was canceled . The three mentioned prisoners are regularly placed in a punishment cell and their period of detention in a punishment cell is extended.
