The Ministry of Justice listed the characteristics of self-employed citizens

The Ministry of Justice of the Russian Federation published on the portal of draft legal acts a draft law that envisages fixing the definition of self-employed citizens in the law "On Employment in the Russian Federation".

According to the document, citizens who “on their own at their own risk” provide services or perform work for individuals “for systematic profit”, and this activity should be based “only on personal labor participation”, should be considered self-employed.

Self-employed citizens must be over 16 years of age and cannot be registered as individual entrepreneurs. The fourth criterion is the provision of a "notice on the implementation of the specified activity" to the tax service.

• Work to determine the legal status of self-employed citizens is being implemented as part of the implementation of President Vladimir Putin's instructions given during his address to the Federal Assembly of the Russian Federation. Then he ordered "to clearly define the legal status of self-employed citizens, to give them the opportunity to work normally, calmly."
• In November 2016, a law was passed on two-year tax holidays for certain categories of self-employed: housekeepers, nurses and tutors. This became part of a campaign to bring the income of Russians who work for themselves out of the shadows. In May , it became known that 40 people had registered in the three months of the program.
