
The Ministry of Education and Science intends to achieve the transfer of schooling management from the municipal level to the regional one. This was stated by the head of the department Olga Vasilieva at a meeting of the State Duma, Interfax reports .
According to Vasilyeva, in the existing model, neither the Ministry of Education and Science nor the regional authorities can manage schools. “It is difficult to imagine that 44 thousand schools in no way subordinate to the Ministry of Education and Science. They also do not obey the region,” the head of the department emphasized.
“Now a completely different historical period, which requires, naturally, I will allow myself to pronounce such a term“ public schools. ”That is, the return of schools to the state and building public administration, because there is now schools outside state guardianship and care,” Vasilieva said.
Vasilieva noted that now the concept of a single educational space is introduced in Russia, when educational programs in different cities from Kaliningrad to Vladivostok should be unified. Meanwhile, now the municipal authorities on the rights of the founders can change programs, which does not fit into the concept. “It turns out that we are not collecting the country, but we pull it,” the minister said.
To begin with, the department intends to conduct a “pilot project” and test a new model in 16 entities, and then, if successful, spread throughout the country, Vasilieva noted. In the Samara, Astrakhan regions and in St. Petersburg, according to the minister, this model is already realized to one way or another by the subjects themselves.
However, all -Russian reform will require legislative changes. Vasilieva emphasized that she was ready to work with the deputy corps and discuss all the nuances. In turn, the head of the profile committee of the Duma, Vyacheslav Nikonov, assured that in the State Duma they would carefully react to the problem. “We need to think about how to change it,” the deputy said.
On June 21, President Vladimir Putin at a meeting on Wednesday with class leaders of schools said that the education of patriotism is a more priority task of teachers than the transfer of knowledge.
“Getting knowledge is not easy, but this is secondary compared to upbringing,” the president remarked. “So that a person treats himself, to friends, to the family, to his homeland. These are absolutely fundamental things. And only on this base a person will be full -fledged.”
