The claims of the tax inspectorate against Kuzmina began after the Ministry of Justice in 2015 recognized the Golos-Povolzhye civil society development fund as a foreign agent and accused him of tax evasion. "Voice-Povolzhye" was closed by court decision, tax claims were redirected to the head of the fund, Lyudmila Kuzmina.

The case of non-payment of taxes was initiated due to the fact that officials considered the grant received before 2012 from the United States Agency for International Development (USAID) as income, not a donation, and demanded that the NPO pay 2,222,000 rubles in tax. The statute of limitations in the case expired on March 28, 2015, but the court refused to satisfy Kuzmina's application and close the case. In 2016, Kuzmina's bank account, apartment and car were arrested to pay off the tax debt. On June 6, 2017, the Samara Regional Court returned the case for a new trial .
