On June 6, the Delovye Linii carrier refused to give the volunteers of Aleksey Navalny's headquarters consignments with campaign materials. This situation happened in about 20 regions of Russia. about this . The head of the election headquarters, Leonid Volkov, told Mediazone
“They say: “We have a technical failure, the cargo is on the way. The fact that the tracker says that the cargo has arrived is not true, ”Volkov quoted the explanations of the carrier’s representatives, noting that in all cases the cargo tracking system shows that the parcels have already arrived.
The press service of the company "Business Lines" comments on the situation as follows (the comment is at the disposal of OVD-Info):
In the usual manner, the cargo is accepted by "Business Lines" in accordance with the requirements of the law and the internal rules of the company. Upon arrival immediately issued. Therefore, we can conclude that the cargo is on its way to the recipient. For the safety of our customers' shipments, we do not disclose the details of the transportation.
According to Volkov, at the moment we are talking about 20 regions where there is such a situation with campaign materials. In particular, this applies to the Altai Territory, Nizhny Novgorod, Novgorod, Pskov, Oryol and Penza regions.
At the same time, the head of Navalny's campaign headquarters emphasized that in all the cities where volunteers came for parcels with campaign materials on July 5, they were able to receive them from Delovye Linii without any problems, and the problems began only on the morning of July 6.
In some Russian cities, Navalny's campaign headquarters were raided by police, allegedly after they received information about preparations for illegal campaigning. At the same time, the activists were suspected of violating the provisions of Article 5.10 of the Code of Administrative Offenses (conducting an election campaign outside the campaign period).
“Illegal pre-campaigning is when elections have already been called and the campaigning period has not yet begun, and refers exclusively to media campaigning that begins 40 days before election day. For campaigning through newspapers, leaflets, personal meetings and everything else, the legislation does not provide for any time limits, ” Volkov noted in his Telegram.
upd (18:17): Leonid Volkov wrote on his Twitter that representatives of the carrier call the coordinators of Navalny's campaign headquarters and report that packages with campaign materials have allegedly been found and they can be picked up.
In some regions, volunteers have already managed to pick up parcels with newspapers.
However, in Tambov and Yaroslavl, in front of the activists who arrived at the Delovye Linii dispensing terminal, police officers began to confiscate copies of propaganda newspapers.
