In the Legislative Assembly of the Novosibirsk Region, the results of the first half of the political season were summed up. As the deputies appreciated their work and what they consider the most important in it, the press service of the region’s parliament found out.

60 laws have been adopted by the Legislative Assembly of the Novosibirsk Region since the beginning of 2017. The last 22nd session was especially stressful: the regional parliament committees did everything necessary so that the large regional “farm” received the necessary financing in accordance with changes in the budget so that there are no gaps in regional legislation. Of course, the activities of the legislative body of the region characterize not only the number of laws and decisions adopted. Deputies of various factions and the Legislative Committee have their own assessments of the work done, their view of the achievements and tasks that are facing the regional parliament.

“In general, they worked quite fruitfully,” these words of the deputy chairman of the Committee on State Policy, Legislation and Local Self -Government Evgeny Smyslyaev can be considered a general assessment of the activities of the regional parliament, only the epithets changed.

“I believe that the main result is that in the process of preparing the session, in the process of discussing acute issues, we developed a fairly effective dialogue with the government,” said Yuri Zozul, deputy chairman of the committee on budget, financial and economic policy and property. - That is why, perhaps, there are no so many external effects, scandalous situations - with the exception of sometimes emerging questions. The reason, in my opinion, is that we try to solve the issues not to be culuaro so that there are fewer emotional maxims, but more professional dialogue, ”the legislator emphasized.

His colleague, Deputy Chairman of the Budget Committee, Valentin Sichkarev also notes close work with the economic block of the government: “The key result of the two -year work is the acquisition of the status of an equal branch of power with the regional government. Hence the priorities in work. We raise those questions for which for years to take up could not be affordable, although we understood their importance. It is the acquisition by the new team of these forces and opportunities that allows you to raise, first of all, economic issues. We are all interested and fighting for increasing income, which is extremely important with our not very huge capabilities of the economy, as well as for the rationality of budget expenditures. We raise the projects that are implemented with the participation of the Novosibirsk region - technopark, biotechnopark, concession agreements, since in case of failure of the area of ​​obligations taken, direct subsidies of the regional budget towards the concessionaire are going on. Naturally, considering all the economic conditions of the agreements, we tried to work them in such a way as to even remove the risk in relation to the region and budget money, or minimize it. ”

These “sometimes emerging questions” are, first of all, concessions on the construction of the fourth bridge crossing through the Ob, on the construction of a garbage sorting complex, in detail by working groups initiated by the deputies of the Legislative Assembly, a 258 thousand hectares of forestry in the Toguchinsky and Bolotninsky district called almost all of the respondents. parliamentarians. The opinion was also common about openness as a distinctive feature of the regional parliament and its committees.

“At the beginning of the convocation, we decided that we will not close from the press, or from appeals, or from the public and coming complaints,” says Igor Grishunin, chairman of the Committee on Social Policy, Health, Labor and Employment. - Therefore, we include public organizations as much as possible, we try to ensure that their representatives participate in the activities of the committee and working groups. If the amendments relate to law enforcement agencies, we actively invite them, if the issue is related to the disabled, we try to cover this group of the population as much as possible when the amendments relate to veterans - we go to the houses of veterans. We involve all interested parties in the discussion so that the decision made is as verified as possible. ”

An example of such a work, a young deputy of the Committee on Social Policy, Health, Labor Protection and Employment, Sergey Kokoko, called the Law “On Labor Veterans of the Novosibirsk Region”. As a result of its discussion, deputies refused to increase the size of work experience for veterans, even the option of reducing work experience was considered. In addition, an amendment was made to receive the title of people with experience, but once dismissed under the 33rd article of the Labor Code. “It is precisely the moments that people ask when they meet that they find a response in the Legislative Assembly,” Korko notes.

Tatyana Esipova, Deputy Chairman of the Committee on Social Policy, Health and Employment of the Population, is also talking about the orientation of the issues that excite the population of the region, growing the professionalism of the Committee on Social Policy, Health and Employment: “The professionalism and competence of deputies of the Legislative Assembly is growing, therefore, we have a lot and working groups and working groups very productively. Each time, the discussion of the issued bills with executive authorities take place more competently, more constructively with understanding the subsequent prospect. Accepting each bill, we proceed from how it affects the activities of the population of the region. ”

The veteran of the Legislative Assembly, Alexander Petrovich Kozlov, deputy of the Committee on Transport, Industrial and Information Policy, also notes positive results: “The meeting works normally. In disputes in which truth is born. If we talk about the committee, the result is the normal activity of the entire transport complex of the region. Maybe I will be mistaken, but I think that the quality of repair work on the roads has become better. You know what kind of KSP the releases wrote several years ago - hundreds of pages! There is no comparison with today's situation. The case is recovering for the better. This is the merit of road workers, minister, government, but the committee is also standing next to it. The Committee hits one point - seeks the development of a strategy for the development of road infrastructure. This is absolutely correct, taking into account the fact that it is not so fast that we are going on, and time still needs to be bidding. And then it turns out that there is practically no time left for the implementation of the project. If there is a strategy, this will make it possible to finance all the preparatory stages in advance, it is optimal to use resources and time. ”

According to Oleg Suvorov, deputy chairman of the committee on agrarian policy, natural resources and land relations, the activities of agrarian deputies were very fruitful: “Very important adjustments were adopted for hunting grounds. I believe that the new law provided everyone with the possibility of equal access to the extraction of the beast and bird, to obtain the so-called licenses, because of which there were always constant queues and complaints about abuse. The problems also subsided in the conduct of auctions for the rental of hunting grounds. The long -term problem of firewood in rural areas is legally settled. If the questions arise, then the land of the local control. Another important adjustments were adopted to the law on the allocation of forest for overhaul of housing. Prior to this, only the owners of individual houses had the right to receive wood for overhaul, now the owners of the two -apartment people, who at one time in the region have set up a lot. ”

Among the immediate tasks, the deputy calls the adoption of a new law to support agricultural producers, work on amendments to which is now going on: “A very serious problem is the inconsistency of federal legislation with the state of affairs in our region. I mean a loud case about transferring forest lands. According to the Forest Code, about 60%are laid for this, so far this figure is approaching only 30%. However, the technology of land transfer to rent - what to transfer, to whom to transfer, under what conditions - leaves much to be desired. ” According to the deputy, the authorities today should focus not only on the economic side of investment projects, but also on environmental issues. “Where there is a lot of money, there should be an independent examination - economic, environmental. It should not be performed by their people, but independent experts, as is done around the world. ”

Among the priority concerns of the people's chosen ones, work remained on the execution of voters' orders. Focusing on their own practice, today deputies, as a rule, positively assess the effectiveness of the previous convocation of the regional law on the sentences of voters to deputies of the Legislative Assembly adopted under the curtain. Positive results are also noted in the activities of the voter commissioners. “The commission on frauds worked very professionally,” says deputy Gleb Popovtsev. - There is a program, and, first of all, the orders included in it are executed. And that's right. My 18th district is suburban, the problems of both urban and rural ones at the same time. Of the large orders, I note the construction of the school in the city of Ob - the object large, with the pool - with 825 seats. In addition, we began designing an extension to kindergarten, thus increasing the number of places. Preschoolers in kindergarten. Also, Ob entered the gas concession. About 500 million rubles. will be invested in the modernization of old boiler houses and the replacement of heating mains. An examination of the 26th school was carried out at the expense from the deputy fund-which is very important. There was not enough money in the city budget, so a joint decision was made with deputies of Ob - to send part of the deputy fund for examining the school foundation in order to quickly quickly enter the reconstruction program. ”

Deputies note not only dense cooperation with local authorities in the districts, cooperation with the executive branch at the regional level. Along with increasing professionalism, growing experience in resolving conflict issues, the quality of the work of the regional parliament itself is changing.

“The legislative body has declared its position,” says deputy Vyacheslav Zhuravlev. - The working groups created on problematic issues include members of all factions operating in the Legislative Assembly. I noted that in other fractions, sober voices began to be heard. Perhaps this is not a universal trend for all times, but at the final season of the session, deputies of various factions made the same principledness. Satisfied that the leadership of the Legislative Assembly withstands the line that was declared at the beginning of the convocation - to work for an equal government with the government to solve the problems of the region. Constructive cooperation should be the basis for further solving problems. ”
