
In Russia, changes to the rules for vehicle registration have come into effect, according to which a car can now be registered even with difficult-to-read identification numbers. The Ministry of Internal Affairs website reported this on Monday.
“Today, July 10, 2017, the order of the Ministry of Internal Affairs of Russia dated March 20, 2017 N139 “On amendments to the regulatory legal acts of the Ministry of Internal Affairs of Russia on the registration of vehicles” came into force,” the department’s press service said in a statement.
In particular, this order specifies the procedure for registration of vehicles “with identification numbers changed as a result of natural wear, corrosion or repair” in the rules for registering motor vehicles with the State Traffic Safety Inspectorate and the administrative regulations of the Ministry of Internal Affairs.
“If it is possible to identify such vehicles, registration actions can be carried out with them,” the press service reported.
It also establishes the possibility of restoring the registration of vehicles after eliminating the reasons for the termination (cancellation) of their registration in any registration unit (on an extraterritorial basis).
“It is possible to provide the vehicle directly to the place of inspection, bypassing the procedure for checking and completing documents, if an application is submitted through the Unified Portal of State and Municipal Services,” the Ministry of Internal Affairs added.
In addition, the MTPL policy has been excluded from the list of documents required to be presented - obtaining information about it is now provided within the framework of the interdepartmental electronic interaction system.
As Kommersant recalls, before this, the last major changes in the rules for car registration occurred in October 2013 . Then the order of the Ministry of Internal Affairs came into force, according to which the procedure for deregistering a car was actually cancelled: the new and old owners enter into a purchase and sale agreement in simple written form, exchange keys and money and part, and the new owner himself goes with all the documents to the traffic police . In addition, the possibility of restoring license plates after theft without the consent of the traffic police was introduced, which entailed the cancellation of the interim measure in the form of removal of license plates in the Code of Administrative Offenses.
