
The State Duma obliged those entering into Russian citizenship to take the oath. Corresponding amendments were made to the bill on deprivation of citizenship of convicts under the "terrorist" and "extremist" articles of the Criminal Code, adopted in the second reading. The text of the oath is as follows: “I, (surname, first name, patronymic), voluntarily and consciously accepting the citizenship of the Russian Federation, swearing: to observe the Constitution and legislation of the Russian Federation, the rights and freedom of its citizens; to fulfill the duties of a citizen of the Russian Federation for the benefit of the state and society; to protect the freedom and independence of the Russian Federation; to be faithful to Russia, to respect its culture, history and traditions.”
In this case, minors recognized by the court, recognized by the court as incapacitated, and those who do not allow this to do this, are exempted.
For refusing to take an oath of a person can be deprived of citizenship through the court. The document also states that the basis for depriving citizenship is also "a message by the applicant of knowingly false information regarding the obligation to comply with the Constitution of the Russian Federation and the legislation of the Russian Federation." The authors of the initiative do not specify at what behavior a citizen will be considered violating the obligation to comply with the laws: the project only states that this fact will be established by the court.
President Vladimir Putin suggested introducing a mandatory oath upon receipt of Russian citizenship at a meeting with the Speaker of the State Duma Vyacheslav Volodin. Volodin in response promised to develop such an oath and provide for deprivation of citizenship for its non -fulfillment.
In addition, the lower house of parliament simplified the receipt of Russian citizenship by Ukrainians. If, as a general rule, when accepting Russian citizenship, a foreigner is obliged to abandon the previous passport, then citizens of Ukraine will have to testify such a refusal "by sending them a statement on the abandonment of Ukraine to the authorized body of this state." A document confirming the refusal will be considered a notarial copy of such a statement. Citizens of other countries, the document is also said, are also not required to leave previous citizenship upon receipt of the Russian, if they may not do this by virtue of an international treaty or "the abandonment of citizenship of a foreign state is impossible due to causes that are not dependent on behalf."
On July 10, Kommersant wrote that the law on citizenship may include a norm that regulates the procedure fora "public abdication from Ukrainian citizenship" when the Russian adoption. This was supposed to be done for Ukrainians who cannot get certificates of leaving previous citizenship.
