The election commission in Buryatia saw election promotion in the invitation to a rally

The Buryat Electoral Commission recognized the distribution of invitations to the rally "For Fair Elections" as illegal campaigning in support of the candidate for the head of Buryatia from the Communist Party Vyacheslav Markhaev and sent an appropriate submission to the police. This was reported on July 19 by Kommersant.

Bato Bagdaev, a nominee of the Communists of Russia party, complained to the election commission, who was removed by the police from that rally as a provocateur. The complaint stated that on July 10 and 11, 2017, invitations to a rally were distributed on the territory of Ulan-Ude, which contained appeals: “For Markhaev! We will not allow elections without a choice!” Bagdaev demanded that those responsible for the illegal campaigning of persons be brought to justice.

The Electoral Committee noted that the invitations do not contain imprint data required for printed campaign material, and its manufacturers did not notify the commission about the distribution of this type of campaign production, as required by the law “On the election of the head of the Republic of Buryatia”. However, the electoral commission could not establish the manufacturers and distributors.

Makhraev himself said that the applicants for the agreed-upon rally, which took place on July 11, were public organizations, and not the Communist Party.

“The situation is strange. Day and night, the acting director (Alexey Tsydenov, head of Buryatia, running in the elections from United Russia) does not leave the TV screens, and Bagdaev pours mud on me on the Internet - this is all normal. And invitations to a rally are illegal campaigning. How can you talk about some kind of legality? Communist noted.
