Svyatoslav Alice : Today we will talk about the mood of protest, which this spring unexpectedly for the authorities and society has been demonstrated by young people.

Svyatoslav Alice : In the second part of the program, we will discuss in detail protest activism and ways to suppress it in the student environment.
Tamara Lyalenkova : Let's start with the main one, since now we can talk about at least two large promotions involving youth - March 26 and June 12.
Indeed, young people became interested in politics or not? Arman, indeed, the youth has become more interested in this, or is the power decrepit, or is there not enough air?
Arman Tuganbaev : It seems to me that the youth is coming out. It is quite difficult to deny it. It became more or less interested in - it is difficult to evaluate, because the youth had read the news before, and followed all this. Maybe I simply did not consider it necessary to go to rallies. And so, it is clearly difficult to assess the degree of interest, but the fact that it is present, and the fact that young people began to go to rallies or plan their own shares is an obvious fact.
Svyatoslav Alice : Alexandra, I know that you conducted research in different cities - in Moscow, St. Petersburg, Novosibirsk and Vologda. Studied the activity of protest. The reasons for expressing protest in these cities are the same?
Alexandra Arkhipova : Firstly, I would like to start with the fact that it is clearly not the main reason. They ask me standardly what Navalny did with these teenagers? He showed them some wonderful video, some wonderful propaganda, that everyone took and left? This is, in fact, terribly wrong raising the question. Firstly, it turns out that we, as it were, objectify a certain group of adolescents, deprive her of her free will and believe that she, as some such herd will follow the one who shows a cool video. Secondly, people who reach protests have free will. And they dispose of this freedom of will as they want. And not the majority of those who we interviewed at rallies say that they went there because they support Navalny. Such people, of course, exist. Many of the young people we interviewed, said that they work as volunteers of the Navalny Foundation, so they go out, they support, they agree with his program. But such are not the majority in relation to those who are present. Many people say that they come out because they are in defense of democratic values. They want medicine to become better. They want another education. The girls said that they are afraid to give birth in such a country. It is rather a care of himself in a political and egoist plan and about his future. And rather, not young people support Navalny, and it is rather that they are solidarized at this stage, but they may not calmly solidarize.
Tamara Lyalenkova : This is a very interesting observation, which echoes another study that Borusyak Lyubov did, the sociologist of HSE. There the situation is about the same.
Lyubov Borusyak : This time it was clear that it had changed, because then, although it was an unfinished action, the majority still believed that it was agreed. This time they knew that they were not invited to this place, to Tver, and therefore it was interesting to know why they came. And most importantly - it was clear that there was a politician who could call people outside, and I would say by click. In the evening, he said that we were not going to Sakharov, but in the morning a large number of young people went to Tverskaya. And this is a new phenomenon. The fact is that such an interesting game is obtained here. Navalny, in general, believes that young people are needed for his political promotion, and young people believe that they need Navalny to implement their request. As if every subject of this communication believes that he uses another. Yes, most of my respondents are without great enthusiasm. He also has supporting him, but the majority said that "I am not a fan of Navalny, but ..." And then these "but" went. Here, in most cases, we are not talking about supporting Navalny in his requirements, but to present himself, but for this you need a trigger, a trigger. And Navalny fulfills this role. And here it is even curious how it looks. Some, for example, say that, yes, we will follow Navalny, because we understand that he will not stop. And the fact that he will not stop clearly. He has serious political ambitions. And that's good. But we understand, at least this time to win the presidential election, he has no chance. And then, if a chance appears, then we will think. The most outstanding answer was like that. The girl wrote literally the following: "I really do not like Navalny. I will vote for him."
Tamara Lyalenkova : Arman, do you agree with the opinion of experts who have investigated?
Arman Tuganbaev : I have many students familiar. Navalny all the time talks about the number of signatures that people are ready to put for him. It must be understood that this is the number of signatures to be allowed to the elections. This does not mean that after that it is necessary to vote behind Navalny. At the moment when I personally watched the video that the rally was tolerated, it caused anger. There was some feeling that he was trying to click his fingers and say: "Follow me!" But I can’t say that I did not have thoughts, I did not think about what to do. There was no such thing - oh! I'm going there for sure. As, for example, happened to the holiday of May 9. We are trying to pick up our holiday. June 12 - Patriots Day, Russia Day. I consider myself a patriot. I want prosperity to my country. It is terrible when they forbid me to celebrate my holiday.
Alexandra Arkhipova : This is an important story. In fact, the way Navalny planned to arrange the 12th, it dispersed from how it was arranged. We sat on Tverskaya and watched this from early labor. Navalny proposed to walk in circles, as it was on the 26th on both sides of Tverskaya, from the subway to the metro. People tried to do this, but they completely dissolved among those who came to just take a walk to the reconstructor festival. And these attempts were unsuccessful. Then we recorded how people gather in groups and discuss what to do next. Because this walk did not give the effect. And then people say that, let's, we somehow sex and go to the Zara store, towards Pushkinskaya and we will hold together. This "together" increased, increased. At this moment there were only flags. Literally after 5 minutes, posters appear, jackets are unfastened, and there are t -shirts, ducks appear. At first, everyone honestly tries to follow the form of the organization that was proposed. It does not pass. Because there are a lot of people who are engaged in a completely different business. And this is a very important story - people cannot identify themselves. It is absolutely impossible to understand who is protesting and who is not. People themselves begin to look for some ways to dissolve themselves from others and demonstration of their protest. There they painted ducks with chalk on the asphalt, painted on tablets and lifted. A group of young people discussed what to do now to notice them. They took Russian ribbons, tied them in a rope and picked them up and said: "Who with the ducks, follow us." And all followed them. Strictly speaking, the organizers of the protest are not Navalny, but the people who do this. And then this form crossed at the moment, when posters appeared, when people stood in front of riot police with some statements.
Svyatoslav Alice : Arman, I noticed that you have on your backpack and on the phone of a sticker with a bulk. You thus identify yourself through this person. It is not dangerous when the entire youth protest is tied to one leader?
Arman Tuganbaev : I have no feeling that it was impossible to identify people. I return to the holiday. Any person who goes with the flag of Russia just creates a confusion for police officers.
Alexandra Arkhipov : Yes, there were such situations.
Arman Tuganbaev : And when we say that people began to get posters and so on, this is apparently caused by the fact that we stand in one place for two hours, trying to go somewhere. Here, some people are getting bored. They begin to do something. This is rather a reaction to what is happening. There was no such thing that everyone was like in a circle, and do not know what to do.
Tamara Lyalenkova : Sasha, you worked directly, there. You tried some kind of cut for young people. You understood their mood, their internal charge, with what they came, besides the situation in which it ended up? Their protest belonged to what? Did they really come for Navalny? Or were these some other things that called them there?
Alexandra Arkhipova : People come to protest for themselves. This is a very important and significant story. Everyone has some of their own requirements. In many ways, they fit in what I call are simple democratic requirements. Many are solidarized with Navalny, because Navalny also solidarizes with these requirements.
Arman, did you smears your face with green?
Arman Tuganbaev : specifically I - no, but I thought about it on the 26th.
Alexandra Arkhipova : What is clearly changing is the degree of involvement. The first and easiest regime of involvement. I am protesting in support of Ukraine. I put on blue jeans and a yellow T -shirt. If a policeman catches me, I say - I have such a daily uniform. Second mode. I draw a poster. If representatives of the organs begin to be attached to me somehow, I can throw this poster and run away, hide the duck in my pocket and leave. Many who get into the auto -zaks do so. And there is a third form when you make such a sign of protest, which is very difficult to tear away from you - you smear your face or hands with green, put on a duckling costume. You deliberately increase the degree of risk. You can’t just get rid of such a sign of protest. Such people, as a rule, are more likely to grab police from the crowd. This is clearly visible at the detentions not even in Moscow, but in St. Petersburg and other cities. This regime of involvement is becoming intensifying and intensifying. As a rule, these are young people who say that they do it on purpose, because it is their requirement for the moment. They want to show how much they are ready to take risk. Thus, they show that it is better not to protest at all.
Arman Tuganbaev : I think I dyed my hair - this is already a protest. Regarding the consolidation around Navalny. It seems to me that this is amazing. If you observe how democratic forces in Russia are trying to consolidate since 2000, we see constant defeats. We see how Parnassus is trying to agree with the "apple". They swear. Kasyanov wants to be the first on the list. Nechaev swears with the coalition and so on. It all flows endlessly, and most importantly for all people who adhere to democratic views, it is all disgusting to them. The main thing is that they have a representative in the elections who will say: "I am for democracy." And it doesn’t matter to them Yavlinsky or Kasyanov will do this. And if now there is one politician who says: “I want to do this, that and that,” and the youth sees that he has at least some chances, they, of course, will follow him. But I do not think that it is dangerous. This, on the contrary, is what we tried to achieve all this time. Everyone can find some shortcomings and disadvantages. The main thing is that from time to time there are mentioning the Navalny program. And the fact that people say that they agree with the Navalny program, it should be understood that there are still no programs, that is, no Navalny program has been published. So far, it is published that a person requires quite logical things and says that he will do the program a little later. Come on, at least a candidate will be registered. There is, of course, some non -education in this regard.
Tamara Lyalenkova : Yes, Navalny as a symbol.
Arman Tuganbaev : Yes.
Svyatoslav Alice : We asked Lyubov Borusak what politicians are popular among young people.
Lyubov Borusyak : I asked the guys, of course, about whether there are any other serious support of the youth politics. In general, they are not. Someone called Gudkov, but with huge reservations, these are very few. But there is Navalny. In April, I held a focus group with students and suggested name the five most influential politicians. Who do you think was the first to call? Of course, the first to call Putin and Navalny. Then the figures were expected - these are Lavrov, Kadyrov. And then everyone began to argue. Who is such an important of the three who are considered the most harmful, dangerous, unpleasant, unloved - Mizulin, Milonov or someone else. In general, they argued, argued and wrote all three.
For a long time, our many experts, let's say, said rather vulgar and vile things about what we should wait for the refrigerator to win the TV. Then ... Why am I negative about this? Because I think this is a rather immoral approach. Those from whom I interviewed almost everyone said that this is not about them. That the topic of corruption worries them as a topic of justice and injustice, but they themselves do not relate to the blue and wretched, who will not find the job, they will not be able to provide themselves, and so on. One of the participants even said a wonderful phrase that "first it is necessary to satisfy the primary needs, and then a higher level. And participation in promotions is a higher level need."
They have the feeling that it is even poorly reflected by many. It is called "everything got out." Here is a feeling of some dissatisfaction is not material, but that as if the atmosphere is thickening, as if freedoms were contracting, as if a vice is crushed on you, this is a very strong feeling. And Navalny chose a good topic about which one of the respondents said that "the theme of corruption unites everyone and does not disconnect anyone."
Svyatoslav Alice : Alexandra, we heard that Navalny unites people by raising the topic of justice, in particular, corruption. Is this topic of justice, corruption enough to unite all youth for protest? Or are there any other topics that can unite the youth movement together in order to change something?
Alexandra Arkhipov : No, I don’t give political forecasts - this is not my business. I can understand how the processes are arranged. By the way, about the fact that the topic of corruption united everyone. We have been engaged in protests since 2011. And the topic of corruption is always on everyone. The concept of corruption in our country is two types. For example, on the 26th, people went to protest on Tverskaya against corruption schemes in Russia. And the police said that they were also against corruption, but their concept of corruption is different. One policeman told me: “I am stealing everything in our country. Children in kindergarten steal pencils. Schoolchildren steal notebooks. Students steal their pocket money. A person goes to work and steals with the boss. The higher you go up this hierarchical ladder, the more you are allowed to steal.” Therefore, it is important in this scheme not to steal not your own. Therefore, corruption for such people is completely inevitable. This is such an inevitable social phenomenon that it is pointless to fight.
Tamara Lyalenkova : Maybe it is for adults. And for young people, maybe just the moment of justice is much more important, because it is also a romantic story.
Alexandra Arkhipov : Therefore, in fact, an important story here is not what people are “for” corruption and “against” corruption. Everything is against corruption. But some believe that the inevitable evil. And our task is to put up with him.
Svyatoslav Alice : This is not against corruption, it is to take corruption.
Alexandra Arkhipov : Or, no, we reject this system completely. We break it and build a new one. We seem to build honest transparent relations between man and power. This is, in fact, a story about honesty. A very significant story. One of my beautiful informant, who was detained on the 26th, 16 years old, was persuaded to write in papers about which university he is studying. He was afraid to write because he was afraid that he would be expelled. But we all told the adults in chorus - write not Madi, but Mai, change one letter. He said: "No! We do not want the power to lie to us. But then I do not want me to lie power." Honesty should be mutual.
Arman Tuganbaev : There are activists who come to the rally, and then they say: "But I lied to the policeman so. They let me go." And they immediately look disapprovingly.
Alexandra Arkhipov : Yes. Honest you need to be to the end.
Arman Tuganbaev : They argued a lot about this about June 12th. What is it called? Because, on the one hand, I want to say - I am a simple citizen. I came with the flag of Russia to the central street of the city to celebrate Russia Day. But, on the other hand, it suddenly turns out that this is already a political action. The fact that I came in the Navalny Mike, it makes me a protester. It is simply difficult to describe in this case what honesty is.
Тамара Ляленкова : Получается, что вот это протестное настроение некоторым образом даже навязывается властью вопреки тем намерениям, с которыми молодые люди выходят на то или иное мероприятие.
Мы продолжаем разговор о настроении протеста, которое проявилось в участии молодых людей в акциях 26 марта и 12 июня. В московской студии сопредседатель Российского студенческого союза Василий Михайлов и социолог Левада-Центра Денис Волков .
Святослав Элис : Денис, все опросы общественного мнения говорили о том, что молодые люди - это далеко не самая протестно настроенная группа населения. Получается, что нынешний активизм как бы возник на ровном месте. Долго они сидели, молчали и тут вдруг - на тебе!
Денис Волков : Я бы так не сказал. Потому что и в протестах 2011-2012 годов, и в общественных оппозиционных акциях последнего времени, например, Марша памяти Немцова, против войны в Украине там даже школьников было порядка 3-5%, а молодых, соответственно, еще больше. Говорить, что вообще не было молодых в протесте, это неправильно. И сейчас я бы сказал, что это далеко не самая протестная публика. Потому что если посмотрим на протест против реновации в Москве в мае. Там молодых было мало. Протест дальнобойщиков, протест обманутых вкладчиков и другие протесты - там тоже молодых не так много.
Святослав Элис : Но это логично.
Денис Волков : Мне кажется, что это логично. И я бы сказал, что, да, Навальный оттягивает на себя молодежь. Поэтому, мне кажется, они такие яркие и неожиданные.
Святослав Элис : Во всем этом только заслуга Навального?
Денис Волков : Нет, я думаю, что это общественное настроение в целом. Потому что мы видим, что постепенно авторитет власти снижается. Если смотреть не только путинские рейтинг, а рейтинги премьера правительства, Госдумы и так далее, они сейчас уже достигают докрымского уровня, то есть уровня 2011-2012 годов. Напряжение растет, и растет недовольство властью. И в этих условиях, действительно, мы можем ожидать каких-то протестных акций. И они вспыхивают в разных местах и по разному поводу. И Навальный - одна из как бы части протеста, который мы имеем сегодня.
Тамара Ляленкова : Василий, понятно, что приходят на акции протеста люди, которые хотят потусоваться, может быть, физически повзаимодействовать друг с другом, условно хулиганы. Но, как правило, те люди, которые приходят осмысленно, это люди с высшим образованием, студенты. Если закручивать гайки и отчислять (есть такие случаи), может быть, это каким-то образом снизит накал протестного молодежного движения?
Василий Михайлов : По поводу отчисления. Во-первых, нет ни одного случая, когда бы студента отчислили за то, что он участвовал в митингах, либо протестных акциях. 26 апреля, когда были митинги, мы очень активно отслеживали эту ситуацию. Ни одна жалоба из поступивших не была реализована.
Тамара Ляленкова : Но угрозы были, да?
Василий Михайлов : Были угрозы. Но в каждом университете есть отдел по воспитательной работе. Они заинтересованы в том, чтобы их студенты, студенты их образовательной организации не выходили на улицы. Они в этом, конечно, заинтересованы. Они пытаются разными методами как-то повлиять на эти процессы. Конечно, когда не удается, то они пытаются какие-то уже применить профилактические меры, чтобы на будущее они этого не делали. Но по факту, когда студента брали и отчисляли, таких ситуаций еще не было. Это стоит учесть. ВУЗы не берут ответственность. Они понимали, что как только они отчислят студента, это сразу будет медийный шум. Это будет на всю страну, скорее всего, в негативном окрасе это будет. Поэтому не каждый ВУЗ хочет брать на себя такое репутационное бремя.
Тамара Ляленкова : Василий, с другой стороны, студенчество это как раз та благополучная прослойка молодежи и не зачем им выступать и протестовать. Is that so?
Василий Михайлов : Если мы говорим о доступности образования, то, действительно, здесь довольно-таки большой прогресс был сделан, когда было введено ЕГЭ. Это все-таки позволило огромному количеству школьникам поступать в разные ВУЗы страны, самим выбирать. Доступность образовательной среды у нас действительно повысилась. Благополучие - это если один из показателей, да. Но у нас есть еще огромное множество факторов, которые влияют на то самое благополучие студенческое. Я думаю, что наиболее существенный фактор для иногородних студентов - это общежитие, в которых они проживают. Для тех, кто обучается по очной форме обучения, что важно? Чтобы преподаватель объективно оценивал их результаты, их контрольные, не брал взятки и прочее. Если мы говорим в совокупности о студенческих настроениях, то в большинстве своем студенты аполитичны. Среди студентов присутствуют инертность, равнодушие, аполитичность. Они занимаются своей жизнью. У них свои проблемы, свой определенный вакуум. Зона комфорта ограниченная. И когда их пытаются вытащить на какие-то там мероприятия, то они сталкиваются с той самой стеной, которую очень тяжело преодолеть.
Тамара Ляленкова : Это такая понятная история. И она в некотором смысле безнадежна, потому что демографически молодежь составляет достаточно не очень вескую долю в населении. С другой стороны, раз она пребывает в таком состоянии статичности, то протестный активизм здесь…
Василий Михайлов : Форма этих мероприятий может быть разной. Когда наступает тот момент, когда студенту перестают нравиться мероприятия вузовские, городские, и начинают нравиться оппозиционные мероприятия? Когда этот момент наступает? This is very interesting. А наступает он тогда, когда он сталкивается с реальной проблемой, которую ему не удается решить.
Тамара Ляленкова : Студенческая Французская революция как раз была связана с общежитием.
Василий Михайлов : На самом деле, двигателем любых протестов является молодежь. Лидера не было вроде бы на последнем протесте, но люди как-то пытались самоорганизоваться. Молодежь проявляет креативность во всех мероприятиях, в том числе и подобного характера.
Тамара Ляленкова : Да, ей свойственно компаниями существовать. Но, с другой стороны, старшее поколение тоже имеет умозрительный опыт.
Святослав Элис : Денис, мы видим, что взрослому населению протесты еще менее интересны, чем молодежи.
Тамара Ляленкова : Форма уличных протестов, я так понимаю.
Святослав Элис : Да.
Денис Волков : У нас все-таки среди более старших возрастов больше интереса к политике, больше готовности протестовать. Но я бы выделил две протестные группы - это те, кому нечего терять, у кого все плохо, кто не выиграл от режима, и это те, кто критически мыслят, следят, кому просто не нравится то, что происходит. И их больше среди старших возрастов, чем среди молодежи.
Святослав Элис : А вот эти две группы, чем отличаются формой протеста? Они по-разному протестуют?
Денис Волков : Я бы сказал, что те, которые не удовлетворены, они скорее будут искать защиту у власти. Потому что у них мало ресурсов, плохо организованы и так далее. Им некуда обратиться. И часто власть просто единственная, к кому они могут обратиться, хотя скепсис очень большой. С другой стороны, интеллигенция, городской класс, там уже среда, которая имеет своих лидеров. Хотя там тоже неудовлетворенность большая по поводу лидеров. Но и к Навальному старшее поколение относится более критически, чем молодые. Потому что у него к нему много претензий. У молодых к нему претензий мало. Для них больше, наверное, интересен сам формат - и видео, и социальные сети, и ролики и так далее.
Тамара Ляленкова : Что интересно, касательно формы протеста. Что касается сокращения финансирования общежитий. Вы пишете письмо Путину. Вы с таким же успехом могли обратиться к студентам. There are many of them. Проблема общежития стоит давно и у многих. Может быть, какую-то демонстрацию студенческую устроить. И это вполне вероятно сработало бы очень хорошо. Но вы пишете письмо Путину. Наверное, это лучше работает? Или это просто менее затратно, извините?
Василий Михайлов : Вы правильно сказали, что это лучше работает. Эффективнее это работает. Потому что когда мы пишем письмо Путину, оно непосредственно будет спущено, мы знаем, в министерство. И министерство его будет рассматривать уже как письмо не от гражданина, не от юридического лица, которое направило им обращение, а письмо, которое ему спустили сверху. И потом мы знаем, что такой метод более эффективный. Наша задача была - получить ответы на вопросы: Почему сократили финансирование? Почему общежитий будет построено меньше? Почему это было сделано втихую? Мы просили ответы на эти вопросы. И, естественно, просили, чтобы были восстановлены хотя бы те показатели по федеральной программе развитие образования. Ответ мы получили общего характера, что якобы все запланировано, все идет как и предполагалось, никаких изменений не было внесено, хотя мы видим, что изменения были внесены. Министерство не смогло нам помочь в данном вопросе. Соответственно, дальше мы будем эту тему раскручивать. Я думаю, что на других мероприятиях, на которых будут присутствовать лидеры либо представители органов госвласти, им нужно адресовать эти вопросы, чтобы есть посыл у студенчества.
Тамара Ляленкова : Вы предпочитаете работать с государственными органами управления, которые решают эти вопросы, и пытаетесь с помощью прямого контакта с ними решить ситуацию.
Василий Михайлов : По своей сути, все органы власти - это бюрократические институты. И они работают исключительно такими методами.
Тамара Ляленкова : Да, но мне кажется, есть некая традиция такого протестного движения. На самом деле, в обществе "Мемориал" есть проект "Топография террора". Недавно была экскурсия "Смеешь выйти на площадь". У Галича есть такие строки. Вел Павел Гнилорыбов .
Павел Гнилорыбов : На протяжении всего ХХ века и даже чуть раньше Москва была городом, где проходили относительно мирные протесты.
Цель нашей сегодняшней прогулки - пройтись по каждой из московских площадей главных, нанизанных на Тверскую. Ведь цель манифестаций в советское время - не митинговать где-нибудь на кладбище в 88 км от Нижнего Тагила, как это согласует иногда нынешняя власть, цель московских протестов - это максимально заявить о том круге несогласных, который есть.
Так как Пушкин - наше все и всегда был нашим всем, именно Пушкинскую площадь избрали советские диссиденты самые первые для того, чтобы проводить здесь именно политические демонстрации, так называемые митинги гласности. Самое большое побоище между активистами Маяковских чтений и гуляющей толпой, которая, сами понимаете, была не совсем гуляющей, было 14 апреля 1961 года. В тот день, когда Москва встречала Гагарина - кое-кто встречал Гагарина, а кое-кто пришел на Маяковские чтения. И был очень жесткий разгон. Мутузились обе стороны. Маяковские чтения собирали до 15 тыс. человек. И когда здесь Матвей Крылов иногда собирает 50-70 человек - это, конечно, делает ему честь, но не идет ни в какое сравнение, когда стихи были средством коммуникации.
Для людей улица была главным местом действа. Вот как Маяковский сказал, где наши палитры и где наши кисти? На улице, на площади.
Тамара Ляленкова : Денис, как вы думаете, такие силовые воздействия на участников протестных акций дальше в силу нашего молодежного сегмента и их психологической характеристики, они будут рождать следующие протесты? Понятно, что молодежь реагирует на это таким образом. Она не спасается, она выходит с открытым забралом.
Денис Волков : Сложно сказать. Я бы по-другому сказал. Дело в том, что очень часто люди, которые до определенного момента не протестовали, они просто не следят за тем, что происходит. С одной стороны, есть эффект от Майдана, когда люди говорили: "Я ни за что не пойду, потому что я не хочу как на Украине". Но когда люди выходят протестовать, очень часто они выходят протестовать по каким-то социальным вопросам, они не думают, что они как в Украине, а они протестуют по очень обоснованному поводу. Очень часто власть это не воспринимает как обоснованный повод. И вот тогда, когда все больше и больше людей сталкиваются с разгоном вроде бы действительно обоснованных акций, это ведет к политизации. В принципе, политизация возникает тогда, когда власть не хочет отвечать на обоснованные требования граждан. Если она будет отвечать, когда будет искать диалог, тогда, наверное, будет меньше поводов протестовать. Здесь важно не насилие, а здесь важно, если будет отказ власти идти на диалог с гражданами.
Тамара Ляленкова : Но граждане получают еще некий опыт протестного движения. А это тоже отдельная история, не очень знакомая нынешним, да, собственно, и советским гражданам. Вот это понимание общей идеи, поддержки, плеча и.
Денис Волков : Да, здесь важнее, наверное, именно участие в самом протесте. Потому что многие говорят: "А чего добились? Был ли результат?" Вот результат был только для тех, кто участвовал, кто ощутил поддержку таких же участников, как ты сам. когда ты увидел, что ты не один, а таких людей как ты много. И вот для этих людей был большой психологический эффект. А для тех, кто не участвовал, для них действительно ничего эти протесты не дали. Потому что, действительно, была потом реакция власти на протест - закручивание гаек, нежели либерализация, которую люди хотели.
Василий Михайлов : О диалоге между властью и гражданами, которые выходят протестовать. Тут очень важная вещь, на самом деле. Если мы говорим о молодежи, о студентах, то для них достаточно просто власти частично решить их проблемы, которые у них присутствуют в их повседневной жизни. В регионах для того чтобы погасить эти протесты, вполне этого достаточно. И это будет тот самый диалог. Это будет эффект открытости власти. Власть будет слышать своих граждан. Молодежь это оценит, студенты это оценят. Если власть будет решать насущные проблемы каждого студента, о них заботиться, то люди не будут выходить.

Василий Михайлов : Так в этом-то вся и проблема, что текущие проблемы не решаются. Поэтому мы и призываем ВУЗы, и органы власти повышать как правосознание самих студентов, позволять им выражать свое мнение, если они чем-то недовольны, и при этом улучшать образовательную среду.
Тамара Ляленкова : Так получается, что значительная часть молодых людей, которые выходили и участвовали в акции протеста, ими двигало не только собственный политический интерес, но и те проблемы, которые они уже почувствовали, или они их предчувствуют. В любом случае, это опыт протестного движения, которого не было у их родителей. Возможно, это скажется на формировании осознания гражданственности.
