According to Klishas, ​​the law will lead to an increase in the cost of air tickets, as it will force passengers to buy tickets at a more expensive fare.

The senator also noted that the new norms involve amendments to aviation regulations regarding determining the size of hand luggage, but a draft of these amendments was not provided. Klishas suggests that because of this, the allowance for hand luggage, which can be carried on board for free, will “tend to zero.”

Klishas believes the airlines' savings are "disproportionate to the restrictions passengers will face." The Economic Committee of the Upper House also gave a negative response to the bill.

According to RIA Novosti's interlocutor, despite the committees' objections, the law will be approved on July 25.

According to the law adopted by the State Duma, the free baggage allowance is canceled for non-refundable tickets. For return air tickets, the right to carry a minimum of 10 kg of baggage is assumed. It was adopted in the third reading on July 20. Meduza noted that the document was adopted only with the votes of deputies from United Russia.
