At 14:00 local time (10:00), a meeting of the working group of the district election commission began (located in the building of the district administration), where the issue of registration by a candidate for deputies of the Legislative Assembly of the Novosibirsk Region Sergey Boyko, the head of the regional headquarters of the opposition Alexei Navalny, began. An employee of the Ministry of Internal Affairs in civilian clothes approached the reporter, presenting the major certificate. Manyakhin explained that he had no “crust” of an employee of the media, as well as (for some reason) certificates of the trustee Sergei Boyko, so he cannot go to the administration. “ Such an order ” is allegedly determined by the chairman of the district election commission, the policeman said.

It should be noted that in the same building there are social and housing services of the district, MFC and other institutions. There, a resident of Novosibirsk Manyakhin was also not allowed, because the administration “ unacceptable day ” . By what right his constitutional rights were violated, the police were not specified.

A few minutes later, people in civilian clothes appeared in the lobby, who declared themselves as "passers -by." They dragged the representative of the taiga.info by the hands on the street.

At first, the guard Yuri Boykov said that only one of the candidates and admission in the administration today can be entered in the building today. He refused the request to sit on the couch, but then agreed.

After a couple of minutes, he asked why the journalist got up. An elderly man immediately approached and, having learned that the correspondent is in the building to light a meeting of the election commission, together with the police officer pushed the journalist into the porch, offering to “smoke and walk”.

Before the meeting in the lobby, there were six policemen, who, along with the protection, did not let people into the building. After the meeting of the election committee began, they launched journalists of television channels, including Russia, and blocked the corridor leading to the cabinet where the TIK is located.

All this time, a man in civilian clothes was on duty on the porch, who showed the certificate of the Major of the Ministry of Internal Affairs and asked him to "not exacerbate." He also added that people are not allowed into the building by decision of the chairman of the TIC.

The surroundings of the administration were also patrolled by police.

The guard and the chairman of the HOA who went to “give documents”, the guard into the building, was allowed, despite the fact that he had previously said that today the administration was unacceptable.
