In 1954, Ryzhov graduated from the Moscow Physics and Technical Institute. He worked in TsAGI, research center named after M.V. Keldysh. He was engaged in research in the field of high speed aerodynamics. He was the rector of the Moscow Aviation Institute. The scientific achievements of Ryzhov were awarded the State Prize and the Zhukovsky Prize.
In 1989, Ryzhov was elected People's Deputy of the USSR. He was one of the organizers of the interregional deputy group. In September 2014, he signed an application with a request "to stop an aggressive adventure: to withdraw Russian troops from the territory of Ukraine and stop propaganda, material and military support to separatists in the southeast of Ukraine."
Ryzhov was an active participant in the Congress of the Russian intelligentsia and the "round table on December 12". In 2016, he was awarded the Prize of the Moscow Helsinki group for historical contribution to human rights and to human rights movement.
