Russian President Vladimir Putin signed a package of amendments to legislation that prohibit the use of funds to bypass blocking. This is stated on the official Internet portal of legal information.
The package of amendments was adopted by the State Duma on July 21, and on July 25 received the approval of the Federation Council. According to the amendments, the FSB and the Ministry of Internal Affairs will have the authority to find services that help to gain access to sites blocked in Russia. If the owners of such services do not prohibit access to information prohibited in Russia, then the services will be blocked.
The ban on anonymizers, VPNs and other tools that help bypass website blocking in Russia will come into force in November 2017.
