
Crimean prices kill resort business. This was already understood by representatives of the authorities. The Federal Antimonopoly Service (FAS) decided to send a special commission to the peninsula, which was instructed to understand prices.
“When the potato costs 60 rubles in Sevastopol, this is a complete overkill,” said the head of the FAS Igor Artemyev. The special commission will study the work of trade “for price conspiracies, cartelization, including the connections of the authorities itself with the entrepreneurial pool, and in the form of conspiracy”.
The head of the Crimean Parliament Committee on the sanatorium-resort complex and tourism, Alexei Chernyak, did not even understand, but populistly called for a population reduction: “We urge all Crimean manufacturers, hoteliers, restaurateurs to consider reducing the price until the end of the velvet season. We must show that here no one is going to come on to anyone. The action will attract vacationers and show how polite people Crimeans. ”
But, apparently, in Moscow they simply do not know, and in Crimea they prefer to keep quiet that municipalities, which sharply, several times, increased the cost of land lease, became the locomotive of prices in the Crimea.
Says businessman Oleg Borodai, who owns part of the Dolphin Apartments Complex, located in Partenit (Alushta municipal district).
- Even in Ukraine, I rented 15 acres of land on which the Dolphin complex is located. In 2016, he paid 12,000 rubles for annual rent. And in 2017, at a new rental rate, it must pay 432,000 rubles. That is 33 times more.
“The 33-fold increase in the rental cost does not cause anything but the desire to abandon further investment in partenite,” Borodai says.
A sharp increase in the cost of land lease in the Alushta municipal district was confirmed by Novaya Gazeta and other hoteliers and restaurateurs. The manager of the VK Hotel Royal Natalya, refusing to call accurate numbers, noted that the new price of land, coupled with the bad season, led to the fact that the hotel was forced to work “to zero”. And the manager of the Veranda cafe Alexander said that due to increased rental rates, the institution had to increase the cost of dishes.
But if enterprises renting small plots of land can still remain afloat, increasing the cost of services or reducing personnel salaries, for large tenants a sharp and multiple increase in the cost of renting is equivalent to liquidation.
The resort complex "Almond Grove" is one of such large tenants of urban land. Hotel, water park, restaurant, a complex of villas and apartments spread out into 10 hectares. Most of the territory is occupied by pine and cypresses. But for each meter of land, the enterprise was obliged to pay a rent by “type of permitted activity”, which is called “hotel service”. That is, cypress or pine grows in the leased territory, occupying, let's say four square meters of land, and for this land under each cypress, the enterprise was obliged to pay almost thirty thousand rubles a year. And pine trees and other trees and shrubs in the territory rented by the “almond grove”, several thousand ...
The director of the "almond grove" Oksana Panova and lawyer Natalya Kutkova meet us in the hall of the hotel.
- At the end of April, accounting needed acts of reconciliation on land lease for 2016. I went to the city hall, ”says Natalya Kutkova. - Together with the acts, they gave me a certificate of debt from which we learned that we already had a multi -million dollar debt for the first quarter of 2017. From the documents we learned that the rental cost increased from 3.5 million rubles a year to 44 million rubles.
City officials explained the new price tag with changes to the decision of the Council of Crimea No. 450 of November 12, 2014, which regulated the payment of leased land plots.
“According to the Decree of the Council of Council of Crimea, the normative price of the lands of the settlements of the republic from January 1, 2016 should increase annually by the size of the inflation level,” explains Natalya Kutkova. - But now there has been no recalculation of prices, but by the purpose of a new regulatory price for land. We have a lease agreement in which the normative price of one square meter of land is determined at 1117 rubles. The contract was concluded under Ukraine, then re -registered under Russian law. He must act for 49 years. But we are required to pay at a new regulatory price - 6658 rubles per square meter. If the inflation coefficient is added to this figure, then the cost of renting each square meter amounted to over 7,000 rubles, that is, it increased by almost seven times.
“The 2017 season is not very successful, tourists and so much less than last year, and this rental rate is unbearable for us,” continues Oksana Panova. - Now we have a hotel work - at the level of 60%, the workload of a complex of villas and apartments - at the level of 30%.
For comparison: last year, the loading of the almond grove resort complex from June to September was about 97%. And even with such loading in the holiday season, the annual revenue amounted to about 80 million rubles. Setting up taxes, salaries, utilities - about 10 million will remain. That's the whole income.
-We are now paying for renting land at old bets in the hope that we can reach someone and change something. If you take into account new prices, then we have already formed a debt of 17 million rubles. There is simply no this money on the current account of the almond grove. We cannot take them from tourists, raising prices for accommodation, water park and food, because then no one will go to us at all. The current situation, if not changed, will lead to freezing accounts and liquidation of the enterprise, says Panova.
The leadership of the "almond grove" tried to meet with the City manager of Alushta Galina Ogneva in order to hear an explanation of the increase in the cost of rent from the first lips. But the official was busy. As a result, the company sent an official letter to the city hall, which is not yet answered.
The head of the Land Relations Department of the Administration of Alushta, Evgeny Kachaev, does not see a problem in increasing the cost of land lease for city entrepreneurs.
- Until 2017, we were guided by a resolution of the Council of Ministers of Crimea No. 450. In 2017, local governments were recommended to accept their own rental rates. And if until 2017 we relied on lease agreements, many of which were concluded under Ukraine, now everyone went under one comb, that is, we equalized everyone, ”he says. - Another thing is that an important role in the final rental price is played by the appointment of a land plot. If, for example, someone has a hotel use, then there is quite natural a rise in price by six times. Those sanatoriums who transferred their lands into recreation, that is, rest, pay much less.
The official is cunning. The fact is that a moratorium is imposed on the transfer of land from one category of use to another in Crimea. On June 28, the head of the republic, Sergei Aksenov, wrote on his Facebook: “Changing the purpose of the land is prohibited. If the documents of the Ukrainian period indicate that the land is allocated for recreation, then there should be no change to the housing stock! Such changes in purpose are illegal and are a criminal offense. ” The ban was not issued by law, but the municipal authorities were enough for the records of the head of the republic on Facebook.
In the transition of the Almond Grove complex from the jurisdiction of Ukraine, only one type of permitted use-hotel services for such enterprises acted for Russian jurisdiction. This type of use as “tourist services” was introduced by a resolution of the Council of Ministers of Crimea only on June 6, 2016. And the “almond grove”, which has repeatedly turned to a change in the type of use of leased land, invariably received refusals.
Meanwhile, the fact that the increase in the value of the land occurs against the backdrop of a shortage of tourists, the head of the Land Relations Department of the Administration of Alushta, Evgeny Kachaev, calls the problem of the surplus of entrepreneurs.
-If the whole city rents housing, then it is clear that somewhere it will be empty.
According to Kachaev, in 2018 the price of land lease in Crimea will change again.
“It will be calculated on the basis of the“ Unified Cadastral Cost ”, for the determination of which experts from Rostov-on-Don were invited,” the official says. - The price will decrease or increase - I will not predict. We learn the size of the “single cadastral value” by the end of the year.
An interesting fact: in 2016, Alushta’s budget revenue from leasing urban land amounted to 138.5 million rubles. According to Yevgeny Kachaev, this year the city intends to earn 145 million on rent - 6.5 million more. How it correlates with the fact that only in the "almond grove" the rental price increased by 40.5 million - it is incomprehensible. Moreover, it is not clear that the city has a land lease agreement with 1067 enterprises. It turns out that most of them in 2017 will be paid even less than a year ago for renting land?
