On July 27, in Voronezh, the police patrol (only one of them was in uniform) stopped two Chechens walking with a chest baby, and asked them to present documents. And when the girls refused, the police demanded to go to the department with them. The girls announced their right to walk without documents, one included an entry on a mobile phone, the other called relatives - father Ruslan Abdullaev and cousin, lawyer Shamil Yandarbaeva. When they arrived, the police detained both (Yandarbaev, a lawyer, while tilting to the ground and hit the handcuffs) and took him to the department in an official car, and then released. As Shamil Yandarbaev told Novaya Gazeta, in the department he stayed for about three hours, there was “nothing concrete” there, they said “about everything” with the police.
Witnesses of the conflict from among local residents commented on the conflict with the police with aggressive replicas. One of the women who fell into the frame, obscenely offended the girls on a national basis. The most harmless replica sounded like this: "You are visiting me, and I am at home."
Soon the video about how the police officer first promises to break the phone, and then rudely detains a relative who arrived at the help of the girls, appeared on Kadyrov’s Instagram with the signature: “Shame!”
On the same day, the head of Chechnya Ramzan Kadyrov turned to the head of the Ministry of Internal Affairs of Russia Vladimir Kolokoltsev with a request to check the actions of the police. He also expressed surprise that "the authorities of the Voronezh region did not evaluate what was happening."
Estimates followed.
On the evening of July 28, the press service of the prosecutor's office and the Investigative Committee in the Voronezh Region published a message about checks. The SK noted that "law enforcement officers refused to introduce themselves and explain the cause of their claims, behaved incorrectly and rudely." And they added that "the leadership of the Main Directorate of the Ministry of Internal Affairs of Russia in the Voronezh region was assigned to conduct a service verification of software for the unlawful actions of police officers."
Neither on the city’s website, nor on the website of the regional administration, there is no official comment on the situation. Four new sources reported that the Ministry of Internal Affairs took a “tough position”, supposedly there was an order “from Moscow” not to comment on the situation. “On the same day, a giant check began,” one of our interlocutors confirmed.
The Chechen center “E” of the Ministry of Internal Affairs, in turn, began checking the statements of a resident of Voronezh, whose comments on Chechenok, according to the department, may contain signs of crimes from the “extremist” Article 282 of the Criminal Code of the Russian Federation (“inciting interethnic growth”). The Ombudsman of Chechnya Nurdi Nukhazhiev asked Voronezh colleagues to take control of the situation. In the apparatus of the Commissioner for Human Rights in the Voronezh Region, "Novy" confirmed that they are "understanding."
On July 29, Kadyrov spoke about a conversation with the Governor of the Voronezh region, Alexei Gordeev, who "spoke deeply about what happened," and said "that the region’s leadership is doing everything to preserve and strengthen the interethnic world and consent." The television and radio company "Grozny" described the conversation differently: the governor "apologized to the Chechen people."
A source in the regional government told the “new” that the conversation took place on the initiative of Kadyrov and the apology was known only from his words. The governor himself at the time of the conversation, according to him, was away.
“The chairman of the Voronezh Regional Duma, deputies from the region in the State Duma of the Russian Federation and the public of the city were sharply condemned. <...> The chairman of the HRC under the President of the Russian Federation, Mikhail Fedotov, quickly responded to the incident. <...> I do not know how Ruslan Abdulaev, his daughter and others will do. But it will not be easy for us to forget all this, ”Kadyrov said.
On the morning of July 31, the Chechens did this: they turned to the UK, the Prosecutor General and the Ministry of Internal Affairs with statements about bringing police officers accountable.
An employee of the Ministry of Internal Affairs in the city, who worked with participants in the conflict, said that the police who stopped Chechenok were intern. The only policeman in uniform was a district police officer, and the opera in civilian clothes had a focus on gypsies with a child and simply made a mistake. “They took them for the gypsies, <...> there were generally internships, they did not notice the differences, decided to check the documents.”
A source in the police said that after the publication on Instagram, the head of Chechnya, "began threats against operas and their relatives from the Chechen side." Police officers, he said, now under guard and stopped appearing at work.
The jihad telegram channel published a screenshot with a video that depicts police officers who stopped girls in civilian clothes. The video has an inscription: “Brothers, these two goats wanted to humiliate our sisters Chechenok from the Voronizh. Find them and soak them ”(spelling preserved).
