Next, the expectation of voting in the Congress under the sanctions bill began. There was no doubt that the law would be adopted. On July 25, Donald Trump gave an interview to The Wall Street Journal. "Do you put a veto on the law on sanctions against Russia?" - asked his journalist. “I have not seen him in the final version,” Trump answered. “Congress, if he is negotiating, concludes the worst transactions that I have seen. I am concluding good deals, I don’t conclude bad. But I haven’t seen. I have to look.”
In other words, the president complained that Congress was connecting his hands, depriving the opportunity to enter into political bargaining with Moscow.
On the same day, the lower house, and two days later, the Senate by the vast majority adopted the law. Exactly the next day, July 28, the Russian Ministry of Foreign Affairs announced counter -sanctions. When asked why the signatures of President Trump did not wait in Moscow, Putin’s spokesman Dmitry Peskov answered intricately, but it is clear: “Purely mechanically, in the future, actually automatically and de facto, this bill will take the form of the law, even if the US president does not sign it.”
Peskov meant that in this situation of votes, Congress would easily overcome the presidential veto. But he considers it easier to express himself below his dignity.
Secretary of State Tillerson also did not wait for the president’s decision and published his statement on July 29:
The almost unanimous vote for the law on sanctions in Congress expresses the firm will of the American people who want to see that Russia is taking steps to improve relations with the United States. It is impossible not to see that this text is misleading the public. The law on sanctions was not adopted at all in order to encourage Russia to improve relations with the United States, and their cancellation does not depend on cooperation on global problems.

In December last year, the functions of the Center were expanded by amendment to the law on defense appropriations: his tasks included the struggle against Russian propaganda outside the United States. The center received $ 60 million for this struggle. Congress allocated about 20 million to fight the propaganda of terrorists.
This money remains unused in September, when the financial year ends, they will return to the federal budget.
