The Novosibirsk authorities will offer developers to give part of the apartments for deceived equity holders

Taiga.info found out the details of the bill, which, according to the intention of the Novosibirsk government, should help deceived equity holders. The authorities propose to issue land for development without bidding in exchange for some apartments for the victims.

The regional Ministry of Construction, led by Sergey Boyarsky, prepared amendments to the regional law on the provision of land for large -scale investment projects without trading. The authorities did not reveal the essence of the proposals. The document, as Taiga.info found out, was published in late July to undergo an anti -corruption examination.

It is assumed that developers will be able to count on land without bidding if they build an apartment building with a living area of ​​at least 10 thousand square meters. meters. At the same time, the investor must transfer to deceived equity holders at least 2.5% of the total area.

“The rrealization of a large -scale investment project involves <...> also the introduction of funds in the amount of at least 30 million rubles to restore the violated rights of citizens that have exhausted the possibilities of restoring their violated rights to receive residential premises (repayment of funds).”

It should be noted that not only those equity holders in whose cases there are court decisions, but also those who are recognized as victims according to the decisions of investigators or inquiry officers will be able to count on compensation collected from developers. The list of victims will be kept by the regional government.

The bill has not yet been considered at a meeting of the regional government.

The document was prepared against the background of the scandal around the construction of housing on Tula Street. Recall that hundreds of people bought apartments in houses under construction under preliminary agreements through the General Contractor StroyCenter. Then the company was supposed to apply for a shared participation agreements to citizens, but as a result, only 190 depositors were able to receive a certificate of ownership of the apartments, and 178 remained out of work. The developer-“Baut Engine”-terminated the contract with the StroyCenter back in 2016 due to the breakdown of the timing.

Now such legal relations, practically, cannot be regulated on the basis of the law, the government said. Therefore, it was proposed to guarantee a way out of the situation by changing the regional law for a particular case. The minister met with the victims of July 14 and invited them to approve the bill. Several people signed a special agreement, which, in fact, represents the approval of the legislative initiative with which officials enter the regional parliament. Others considered the measures insufficient.

About 20 people took part in the June hunger strike on Lenin Square, who bought apartments on Tula. At the end of July, the victims again staged a protest rally, this time at the regional government.

In total, according to July 1, there are 49 residential buildings with a total number of victims - 1264 people in the list of problematic objects of the Novosibirsk region.
