In 2015, in the last election of the Governor of the Kemerovo region, Tuleyev received 96.69 % of the vote (in the previous ones, back in 2001 - 93.54 %). The turnout in the 2015 elections amounted to inconceivable 92.13 %, and 86.80 %in the parliamentary elections in 2016. The numbers that would not be ashamed either in Chechnya or in Central Asia.

Few people believe in such a high turnout in the region. Those who cannot tell the truth in their positions are shrugable or significantly silent. The official of the administration of Tuleyev reluctantly (and on the terms of anonymity) admits that the real attendance of the elections is not so fantastic, but assures me that most of the inhabitants of the governor are supported.

“Tuleyev wants to be the first, and not just the first, but with such phenomenal impressive results. People here Yin-Yan in a figure of 96.69% see. The level of Tuleyev’s acceptance by the population is really close to 100%, especially if you take rural territories and small cities. As for the turnout, this, of course, is Soviet results, but for sure that those who came to the polls, everyone supported Tuleyev, ”Konovalov assures me, who does not hide that he is familiar with the governor and is very respectful about him.

The speaker of the regional parliament Alexei Sinitsyn explains the strikingly high turnout by the fact that Tuleyev restored Soviet traditions, and people again go to the elections as a large state event. “Fairs with reduced products for products are held in the areas, and, despite the lack of interest in the result of voting, people want to participate in the holiday,” says the head of the regional council of deputies.

As part of the course for the revival of Soviet traditions, the leaders of enterprises are forced to “work with their teams”, the Novokuznetsk businessman Andrei Semenov tells me (the name and surname were changed at the request of the interlocutor). “When the elections are held, the deputy head of the city calls me and asks how many people voted from my team. I do not report, of course, I say that I am in the garden, ”says Semenov. He explains the calls by the fact that at least the numbers in the elections in Kuzbass are drawn, but the television channels still need to show filled areas.

- Such a high turnout and the results of Tuleyev are real numbers? - I ask the first deputy governor, acting his duties, - Vladimir Chernov.

- I believe that the real, and the governor deserves this. I think that President Putin will have a rating from year to year to grow. It all depends on the personality.
