“We have increased the number of managers. We have the number of deputy heads in the federal authorities increased by 18%, the number of directors of departments increased by 21%, the heads of the departments - by 13%. And continue to continue,” she explained.

In the territorial bodies, Golikova added, the number of civil servants decreased by almost 12%, but at the same time the number of bosses increased by 8.4%.

"There is a very bad trend: we reduce the number of territorial bodies, it has decreased somewhere by 4.5%, but at the same time the number of subordinate institutions that are created by federal bodies for the purpose of ensuring their activities - not to fulfill the functionality, for example, education and healthcare, but for the purpose of ensuring activities," the head of the Accounts Chamber said.

A 25% increase is a lot, the head of the Accounts Chamber emphasized, since additional budget allocations are required; In addition, in some cases, Golikova noted, this makes it possible to get out of the 44th law "so that it is possible to make purchases according to more liberal regulatory documents."

In addition, Golikova drew attention to insufficient qualifications of civil servants. "We drew attention to the fact that the qualifications of those who directly work not even at the level of ministries, but at the second and third levels, leaves much to be desired from the point of view of compliance with financial and budget discipline," the head of the Accounts Chamber said, noting that the corresponding statistics on the state administration system will be prepared in November.
