
The American company Snap Inc., which owns the Snapchat messenger, refused to comply with the requirements of the Russian Law on "Organizations of the Distribution of Information". It is reported by the BBC. Roskomnadzor introduced a messenger to the appropriate register without the knowledge of the owners.
The creators of Snapchat emphasize that the recording of the program appeared in the register of Roskomnadzor without the knowledge of the administration of the service "unilaterally".
The company explained that they sent "main contact information" to Roskomnadzor, but "not for it to be registered." According to the owners of the messenger, they did not know why Russian officials needed this information and how they were going to use it.
On Friday, Roskomnadzor reported on the introduction of Snapchat to the register of "Organizations of the distribution of information". At the same time, the department claims that the owner of the messenger "in response to the demand of Roskomnadzor provided the necessary information."
Meanwhile, the Ministry of Communications announced the draft order on the information that the "organizers of the dissemination of information" will have to transfer the FSB as part of the operational-search Merporiiyaniyi. According to the document, the owners of the messengers will have to share data on the pseudonym of registered users with the special services, the records of their audio and video rehearsal, surnames, names and patronymics of users, their passport addresses, IP addresses, information about the physical location, information about whom the user is studying, data on his about his relatives.
According to the "Law of Yarovaya", the owners of messengers are required to register in the RKN, and then, at the request of the FSB, to provide the special services with messages of messages.

According to the law, users of these services must be identified without fail. Through messengers, it is forbidden to transmit "information distributed in violation of the law." The Service Administration is obliged, at the request of the state, to block the sending of such messages. In addition, authorities receive the right to block the transfer of messages "in cases and the manner determined by the government." Thus, it will be possible to prohibit the distribution of absolutely any information through messengers.
The law will begin to operate on November 1. Those services that refuse to comply with his requirements will be blocked in court.
