The investor must reconstruct communications “using new technologies” and return them to the city, helping out more than 11.5 billion rubles.

According to the draft concession agreement, the third party - the Novosibirsk region represented by Governor Vladimir Gorodetsky - will have to compensate for "undertaken income and economically sound expenses of the concessionaire."
