The transfer of Novosibirsk boiler houses and heating systems in concession will not affect communal tariffs, said Mayor Anatoly Lokot. He called the most probable investor “Sibeko”, which, as Taiga.info wrote, became a formal initiator of the project.

The city hall of Novosibirsk, with the participation of the regional government, will transfer municipal boiler houses and heating networks for six years in concession. The investor must reconstruct communications “using new technologies” and return them to the city, helping out more than 11.5 billion rubles.

“This decision is associated with only one - with the law of the Russian Federation, which obliges us to switch to a new relationship at three years. This work has been conducted all this time, ”Taiga.info Lokot explained.

The mayor confirmed the editorial office that Sibeko remains the most likely concessionaire, but emphasized that this cannot be approved before the completion of the competitive procedures. “Sibeko, of course, is a monopolist-suppliers of heat energy,” he added.

The transition to a concession, the conditions of which, according to the elbow, are still being developed, Novosibirsk "does not threaten anything." “The property will remain the city. And Sibeko will use it. The tariff policy will also not change, because the law of the Russian Federation defines the relevant structures of the regional level [as a regulator], ”the mayor assured.

Some of the pipelines that are planned to be given to the concession are “very worn out” and require immediate repairs, added the elbow.

Recall, Taiga.info wrote that the authorities want to transfer more than 60 km of pipes and 21 boiler rooms in the Oktyabrsky, Dzerzhinsky, Pervomaisky, Kirovsky, Zaeltsovsky, Leninsky and Sovetsky districts of the city, as well as in the village of Sadovy, the Novosibirsk region of the region. Another boiler house on the ABSP must build an investor independently. All property is on the balance of MUE Energy.

As the editorial sources in the city hall said, the concessionaire will earn at the tariff for transporting heat. In the documents published at the federal trading platform, there is also a item on the volume of gross revenue of the investor. From 2018 to 2024, it should amount to about 11.56 billion rubles (“from the subject of concession”). According to the draft concession agreement, the third party - the Novosibirsk region represented by Governor Vladimir Gorodetsky - will have to compensate for "undertaken income and economically sound expenses of the concessionaire."
