Investors of the fourth bridge across the Ob decided to reduce the guaranteed income

The financial proposals of potential investors of the fourth bridge across the Ob became known. The competition commission will determine the winner at the end of August.

Applicants for the concession agreement are ready to only slightly reduce the minimum guaranteed income and the size of the capital grant for the construction of the bridge. Their proposals are published on 11 August.

Recall that North-Eastern Highway LLC, associated with Yuri Kovalchuk, and Siberian Concession Company LLC, backed by Gazprombank and the head of TEK Mosenergo, the board of directors of which is headed by Igor Rotenberg, co-owner of the system operator " Plato". Bidding should take place on a reduction in the capital grant from Rosavtodor and the minimum guaranteed income, which the regional budget will have to compensate in case of underperformance.

The North-Eastern Highway proposed to reduce the size of the capital grant of Rosavtodor from 26.277 to 26.276 billion rubles. At the same time, it is planned to reduce the minimum guaranteed income by 2 million rubles (47.14 against 47.142 billion rubles).

The Siberian Concession Company decided not to reduce the capital grant, but to reduce the guaranteed income immediately by 50 million, to 47.09 billion rubles.

At the same time, the "North-Eastern Highway" did not provide all the necessary documents, it follows from the protocol for opening the envelopes. The company did not submit “documents and materials constituting the replacement documentation provided by the bidder” and “documents and materials constituting other accompanying materials,” according to the website torgi.gov.ru. The volumes of competitive bids also differ significantly: the first investor has 23 pages, the second has 2343 sheets.

Travel on the fourth bridge, which should connect the Leninsky district of Novosibirsk with the city center, will be paid. The maximum one-way fare for a passenger car will be 100 rubles.

The government commission decided to allocate 26.2 billion rubles for the construction of the fourth bridge from the funds raised through the Platon system. Another 10.4 billion rubles should be invested by the concessionaire, 3.8 billion rubles will be spent by the regional budget on site preparation and resettlement of residents. The construction period is five years. However, in order to receive federal money, you must first sign an agreement with Rosavtodor.

The first sums for the resettlement of residents from the alignment of the bridge have already been budgeted - 200 million rubles. But they can be spent only after the signing of the contract. The authorities have to demolish 360 buildings, of which only 81 are residential. The remaining objects are garages and greenhouses.

The deputies of the Legislative Assembly asked the regional administration to lay all the risks for the lost profit from the passage on the fourth bridge on the concessionaire, and not on the budget, but they only achieved a reduction in the minimum guaranteed income from 91 to 47 billion rubles.

The estimated cost of the facility is 35 billion rubles.
