Despite the numerous statements of human rights activists and articles in the press, exposing the mechanism for eliminating human rights activists from the PMC, the Public Chamber of the Russian Federation (OP) still leads its games to further destroy the PMC. Here is the last story.

In June of this year, the executive secretary of the HRC and at the same time Member of the PMC of the Moscow Region Jan Lantratov was hired by the Presidential Administration of the Russian Federation. According to the FZ-76 "On Public Control", civil servants cannot be members of the PMC. As Lantratov told me in a telephone conversation, she immediately in the early days of June, by appointment to a new position, wrote an application from the PMC of the Moscow Region in the name of the OP secretary. There was no operational response from OP. Only a few weeks later she was asked to rewrite a statement addressed to the new secretary of the chamber Valery Fadeev. Yana wrote. There was no answer again.

In addition to Lantratova, another member of the commission came out of the PMC of the Moscow Region - Dmitry ENEAEN. That is, two places have become vacant, and OP is obliged to hold new appointments to the vacant places.

How can potential candidates learn about the rotation procedure in the PMC of the Moscow Region? I believe that from the official announcement of OP, posted, for example, on the OP website. But no, OP about rotation in public space did not say a word. The Chairman of the PMC of the Moscow Region Anton Tsvetkov, who, incidentally, in the previous convocation, the OP headed the Commission on Security and Interaction with the PMC, reported only to his close associates about rotation. Aliens do not go here.

After last year’s scandal with the failure of human rights activists in the PMC in 42 constituent entities of the Russian Federation, as well as after the publication of materials we received in court to violate the procedure for the appointment of the ONK OP, albeit mildly, to cooperate in the formation of the PMC with the HRC. OP suggested four representatives of the HRCs to enter the working group on the formation and interaction with the PMC under the OP Commission on Security and Interaction with the PMC. The HRC delegated this working group, including me.

And on August 3, as a member of the working group, I receive a letter from the responsible secretary of the commission of the OP with a proposal to recommend or reject three candidates for the two places in the Moscow Region. To vote, members of the working group are allotted for only a day.

So, these three candidates: Evgeny Boronin from the interregional public organization “Society for the Promotion of Law enforcement, security and fire activities”, Nikolai Zuev and Kirill Manoshin - both from the socially oriented Moscow regional public organization of assistance in difficult life situations and the disabled “shield”. No more information was reported about candidates in the questionnaire.

I ask the responsible secretary of the commission to inform me what date Lantratov and ENAIEV informed the OP about their withdrawal from the PMC of the Moscow Region, as well as I ask you to report the place of work and the experience of human rights activities of candidates. I receive an answer that “in the column“ place of work ”of the profiles of candidates put forward to the PMC, information about the work over the past 15 years is indicated. Due to the fact that the information you request is a secret protected by law (personal data of citizens), they cannot be provided. ” Where a person worked 15 years ago, I am not at all interesting and completely incomprehensible why these data collects OP. I ask you to inform the current place of work, I am interested in the genus of the candidate now. But it turns out that this is personal data. But according to the Federal Law "On Personal Data", the name, patronymic and surname of a person is also personal data. In this case, then they also cannot be disclosed.

Returning to chronology ... On August 8, I receive the next letter from OP, in which I am asked to vote or reject another candidate in the Moscow Region - Valery Pankin (nominated by the All -Russian Public Organization "Russian Union of Taxpayers"), which is running for the place of Enayev’s commission. And again, I ask OP employees to inform me what date ENEAEV informed OP about his withdrawal from the commission. In response - absolute ignore.

Why is the date of exit from the PMC so important? Yes, because, according to the Federal Law-76 “On Public Control”, “the public association sends the OP to the Secretary of the OP within a period not exceeding 30 days from the term of the powers of a member of the public observation commission, an application for a nomination of a candidate to the Public Supervisory Commission <...>. The Council of the Public Chamber within a period not exceeding 20 days from the moment the secretary of the Public Chamber received the application for nomination of the candidate to the Public Supervisory Commission, makes a decision on the appointment of a member of the Public Supervisory Commission or to reject the proposed candidate. ”

And on August 11, on Friday, on the eve of the weekend (and only three calendar days are allocated to the vote), the deputy head of the legal department of the FCU “apparatus of the Public Chamber of Russia” Vladislav Vanner sends to members of the Council of the OP of the questionnaire with an attaching letter from the first deputy secretary of OP Vyacheslav Bocharov, in which he reports on June 27, 2017 The powers of a member of the PMC of the Moscow Region Lantratova Yana Valerievna ( although, as we already know, these powers were terminated in early June. - E. m .). <...> The deadlines established by <...> The terms in the Public Chamber of the Russian Federation received a statement on the nomination of the candidacy of Boronin Evgeny Gennadievich in the PMC of the Moscow Region. Indeed, according to the Federal Law-76 and the Rules of the OP, all candidates who submitted documents must be included in the questionnaire.

Well, to the question of the disclosure of personal data, which the OP employees are baking about (by the way, in the court in our lawsuit the OP, representatives of the OP apparatus did not even want to give us interviewed sheets, reporting that there are personal data of candidates for the PMC - their names, patronymics and surnames). So, the questionnaire with candidate Boronin was sent not only to members of the OP council, but also to their many assistants, and in addition, this sheet was sent to 37 addresses, including the adviser to the OP apparatus, the adviser to the head of the OP, the head of the department of the OP, the head of the public reception of the OP, the head of the analytical department of the OP, the deputy head of the organizational support of the OP, etc. In addition, the survey sheet sent to the acting Deputy Government of the Udmurt Republic Yaroslav Semenov. Apparently, in OP they forgot that Yaroslav Semenov since December 2016 is no longer the head of the OP apparatus. He left OP with secretary OP Alexander Brechalov, who is now working, Heads of the Udmurt Republic. Or maybe this is not a mistake at all, and Semenov still steers everyone in the OP?

Returning to the only non -alternative candidate Boronin. What can members of the OP Council learn about it from the questionnaire? Nothing. The questionnaire does not even indicate whether the candidate has at least the slightest experience of human rights activities.

Well, actually, who is he, this Mr. Boronin? Judging by his Facebook page, he works in the Courier Service Express, an active supporter of United Russia, a member of the Coordinating Council of the NSB of the Russian Federation (non -state security sphere. In addition, Boronin works in the Foundation "Good Technologies", which aims to "support information technology and the introduction of technologies, programs for the moral, ethical, sports and patriotic development of the population." In the Foundation, Boronin leads the Center for Combating the spread of illegal information on the Internet. Here is such a non -alternative candidate for the PMC of the Moscow Region!
