Taimyr is asked by Putin to contribute to the restoration of the autonomy of the region

The initiative group of Taimyr residents filed an open letter to Vladimir Putin, the government, the Federal Assembly and the Governor of the Krasnoyarsk Territory Viktor Tolokonsky. Activists are asked to initiate the adoption of a constitutional law that allows the allocation of territories from existing regions to independent constituent entities of the Federation.

Since the spring of this year, the initiative group has submitted three times to the election of the Taimyr Dolgan-Nenets district on the referendum on the restoration of the Taimyr (Dolgan-Nenets) Autonomous Okrug. According to activists, after the abolition of autonomy, life in Taimyr became unbearable - the quality of public services, the state of roads and transport, as well as the state of medicine and education, worsened.

The first appeal was rejected on formal grounds: in the documents there was no signature of one of the members of the initiative group. The second time the papers reached the district council, but the deputies said that the issue of the referendum should not be resolved at the local, but at the regional or even federal level.

In addition, activists indicated that there is no law that allows the allocation of territories to special constituent entities of the Federation. This was the reason for the current appeal of the initiative group. A member of the Stella Koch group emphasized in an interview with the radio station that in her actions and her colleagues there is no political subtext - the Taimers insist only on observing their constitutional rights.

The consideration of the district council of the third application for a referendum is scheduled for August 23-24. Koch expressed confidence that the decision this time would be refusal. She noticed that the deputies in a sharp form demanded from activists to withdraw documents.

Meanwhile, the initiative group, in order to prove the need for a referendum, conducted a survey of local residents, asking them the same question that is supposed to be taken to the vote: “Do you agree that the Taimyr Dolgan-Nenets municipal district should be reorganized to Taimyr (Dolgan-Nenets) Autonomous District with a return of all types of federal state services that the population received in Taimyrir (Dolgan-Nenets) Autonomous Okrug before joining the United Krasnoyarsk Territory? " 1197 out of 1200 respondents answered in the affirmative.

Activists invited deputies and officials to be present during the survey as observers, but those invitation ignored.

Taimyr's autonomy was abolished following a referendum held on April 17, 2005. It was claimed that the association with the Krasnoyarsk Territory was supported by about 70 percent of the voted .

The legal basis for the referendum was the Constitutional Law "On the procedure for adopting in the Russian Federation and education in its composition of the new constituent entity of the Russian Federation", adopted in December 2001. The elimination of Taimyr's autonomy became only one of the cases of enlargement of the regions, which was held in the 2000s at the initiative of Putin.

In total, at different times, six autonomous districts were abolished. Evenkia, like Taimyr, became part of the Krasnoyarsk Territory, the Ust -Horde Buryat Autonomous Okrug - in the Irkutsk region. The Komi -Permyak Autonomous Okrug was united with the Perm region in the Perm Territory, the Aginsky Buryat Autonomous Okrug - with the Chita region in the Trans -Baikal Territory, the Koryak Autonomous Okrug - with the Kamchatka region to the Kamchatka Territory.

At the end of July, Evenkia activists filed a complaint against the 2001 law to the Constitutional Court.

On December 29, 2015, at that time, a resident of the Taimyr capital of Dudinka Nikolai Karzhovi, a disabled person of group III, set fire to the building of the city and district administrations . Four officials died; Five people were injured during evacuation. Material damage to the building was estimated at more than 60 million rubles.

The cause of arson was housing problems. Since 1983, Karzhovs with his family lived in the fenced part of the corridor on the sixth floor of a residential nine -story building. Around 2005, the "apartment" was recognized as a non-residential premises. Karzhovs turned to the city hall with a request to allocate to him and his daughter, who has two children, two one -room apartments. Instead, the city hall twice offered them a two -room apartment, and both times the options turned out to be unacceptable. As a result, the city hall in court achieved the demolition of partitions separating the "apartment" of the Karezhovs from the corridor.

On February 4 of this year, the Krasnoyarsk Kraisud sent the Karzhovs to enforce to a special psychic worker in the case of arson, murders and attempted murders. The defendant pleaded guilty to arson, but stated that he did not intend to kill anyone.
