The Director of Work with Confusion Clients of the Management Company (UK) Alfa-Capital Sergey Gavrilov was called for conversation in the Central Bank to discuss the letter for his signature, which was sent to customers of the Criminal Code on August 10, RBC reports.
The representative of the Criminal Code confirmed that the conversation in the Bank of Russia with representatives of the management company is scheduled for August 16. The source of the publication at Alfa-Bank said that “now in the alpha system, there is a large analysis of flights on the fact of the appearance of recommendations and the chances that the author of the letter will retain a little.” The bank called a report on the problems in four financial organizations by the private opinion of an analyst that does not correspond to reality.
The representative of the Alfa-Capital at the request of RBC to comment on these data said: "There is a trial. It began on Tuesday, August 15." Alfa Capital Criminal Code confirmed that the analytics is a private opinion ”and does not correspond to the position of the company, which“ continues to work with financial instruments of the above banks, as well as interact with them in other areas ”.
"In relation to a particular employee, an analysis of actions for compliance with internal procedures, the standards of the company and professional competence will be carried out," the Alfa Capital noted. The company emphasized that they do not have any non-public negative information about the four banks mentioned.
Both Alfa-Bank and the Alfa Capital Criminal Code are controlled by alpha groups.
In the State Duma, reacting to the scandal, they allowed a change in laws to combat "information stuffing" against banks. “I admit that after this case, appropriate amendments to the law regulating the market manipulating and the provision of insider information can be made,” said Anatoly Aksakov, chairman of the Duma financial markets committee.
"Now there are various kinds of information stuffing regarding private banks, and I think that bank customers and banks themselves are already accustomed to such situations, so you should not wait for the nervousness. Moreover, not so long ago, Tulin (the first deputy chairman of the Central Bank) said that the Central Bank does not plan to apply any extraordinary measures for large private banks, and I do not see the grounds not to believe him," the deputy added.
In addition, according to RIA Novosti , the Federal Antimonopoly Service of Russia (FAS) sent a request for the circumstances of the emergence of a letter about the allegedly unstable position of a number of large Russian banks at the Alfa-Capital Criminal Code. The antimonopoly service is waiting for an answer until August 21 and, following the analysis, intends to draw conclusions about the presence of signs of violation of antimonopoly legislation.
In the morning, on Wednesday, Vedomosti wrote that the management company Alfa Capital warned its customers about the problems in the Opening, Binbank, Promsvyazbank and the ICD. It was noted that the management company has already closed the limits to bonds of these four banks and recommended that customers transfer assets into more reliable organizations. All four banks are included in the rating of the 15 largest credit organizations in Russia.
There is a high probability, it was stated in a letter that the situation around these banks can be finally resolved in the fall, and not after the elections of the President of Russia in 2018, as many believe. Under the threat, primarily subordinated bonds are, which, in case of sanitation of the issuing bank, most likely will be completely written off.
The Central Bank told Vedomosti that he does not welcome the distribution of "such analytics that can be used to distort competition", and intends to contact the Federal Antimonopoly Service.
This information was also refuted in the ICD, Binbank and Promsvyazbank, calling it an attempt to competition or "irresponsible and unreasonable statements by analysts."
