The Moscow authorities refused to coordinate the ceremony of the rise of the Russian flag at the site of the death of Dmitry Komar, Ilya Krichevsky and Vladimir Usov in August 1991. This is reported by one of the organizers of the action of the Days of Memory Mikhail Schneider.

The organizers planned to hold the ceremony at the memorial sign at the intersection of the garden ring and the new Arbat at noon on August 22. “We were agreed by evening actions on August 20 and 22. But in the traditional rise of the Russian flag, at the scene of the death of three heroes of Russia on the Flag Day, it was rejected again,” wrote Schneider.

On August 19, at 18:00, an informal meeting will be held at the hunchback bridge and the “White House defenders”. On August 20, at 20:00, a memorial of memory of Komar, Krichevsky and Usov will be held at the memorial sign. Participants in the action will go to this place from the Drzhinnikovskaya street. On August 22 at 19:00, at the intersection of Druzhinnikovskaya Street and Lane, Kapranov, a rally dedicated to the Day of the Russian flag will be held.

Last year, the capital’s authorities initially refused to coordinate shares dedicated to the anniversary of the August Revolution of 1991. As in previous years, the organizers submitted notifications about holding in the evening of the 20th and afternoon on August 22, processions from the humpbacked bridge to the new Arbat and rallies near the memorial sign, and in the evening of the 22nd-also a rally on the corner of the Drzhinnikovskaya street. The number of the latter of these rallies declared by the organizers is up to 1000 people, the remaining shares are up to 100 people.

However, on August 16, both notifications were refused answers signed by the deputy head of the capital's security department Vasily Oleinik. Refusing to agree on shares, the official referred to the repair of streets and interference, which events could create transport infrastructure. Regarding the measures of the 22nd, the official also noted that "on the indicated day in the city of Moscow, a large number of events are planned to celebrate the Day of the State Flag of the Russian Federation."

As an alternative, Oleinik invited the organizers on August 20 to limit himself to a rally in the Sokolniche “Hyde Park”, and on the 22nd-a rally on Suvorovskaya Square. The mayor's answers were received eight days after the submission of notifications, although by law officials are obliged to coordinate the events within three days. “We do not accept their mocking proposals,” Schneider wrote then.

As a result, only on August 19, 2016, the Moscow City Hall agreed on a passage from the White House and rallies of up to 100 people at the memorial sign at the intersection of the new Arbat and the Garden Ring on August 20 and 22. According to the head of the Department of Regional Security of Moscow Alexei Mayorov, the organizers of the shares agreed with the proposed option of passage and rallies.
