In the video, a man in a balaclava, calling himself Masaud al-Surguti, swears fidelity to the leader of IG Abu Bakru al-Baghdadi and says that he is glad to become a Mujahideen. He also calls for Muslims to attacks using knives. Behind the man’s back there is an image of the flag of IG, there is an ax nearby.

On August 19, on Bazhov Street in the center of Surgut, a man armed with a knife attacked passers -by . Before the attack, he poured a combustible liquid in a shopping center and set fire to it. The man managed to injure seven people before he was shot by the police.
A criminal case was opened on the fact of the attack under part 3 of article 30 - paragraph "A" of part 2 of Article 105 of the Criminal Code (attempted murder of two or more persons). The course of his investigation under personal control was taken by the head of the Investigative Committee of the Investigative Committee of Alexander Bastrykin.
The press service of the regional department of the Ministry of Internal Affairs immediately after the incident emphasized that the version of the attack "is not the main one". At the same time, a few hours later the Islamic State took responsibility for the attack on passers -by in Surgut.

The police also officially denied reports of the attacker’s accomplice, who allegedly also attacked passers -by, but disappeared. "Information about the detention of an unknown man in Surgut at 9 Mayakovsky is not related to the incident that occurred this morning on Bazhov Street," the press service of the Ministry of Internal Affairs said.
Life later said that the attacker was 19 -year -old Arthur Gadzhiev. According to the publication, his father, Lametulah Gadzhiev, is registered with law enforcement agencies as an extremist and a follower of radical religious movements.
On Tuesday, the deputy director for educational work of the Surgut Polytechnic College, Tatyana Shutova, said that Gadzhiev studied there since September 2015 and was expelled in February 2016. “He did not study, did not show interest in learning at all, and he clearly demonstrated it. He didn’t complete the tasks, did not attend advice, had debts in almost all subjects. Plus, systematically violation of discipline,” Shutova said. According to her, Gadzhiev showed "defiant behavior in the lessons, sometimes even aggression."
When asked if she was sure that it was Gadzhiev who was attacked, Shutova replied: "Yes, this has already been officially reported."
