The head of the federal headquarters of Alexei Navalny, Leonid Volkov, published a photograph of an order to detain campaign materials, signed in the name of the head of the Western Line Department of the Ministry of Internal Affairs for Transport, Igor Astrakhantsev.
The paper is dated July 4 (a few days before Navalny's "campaign subbotnik") and was sent to the heads of the city and district linear internal affairs bodies. According to Volkov, the document was photographed at the linear police department at the Chernyakhovsk railway station in the Kaliningrad region; by whom and under what circumstances, he does not specify.
The document says that “information has been received” from the Federal Security Service of the Kaliningrad region about the plans of Navalny’s headquarters to distribute 16 tons of propaganda newspapers and two million leaflets (according to Volkov, the data on the number of materials is correct). It names the transport companies that can send materials, and the name of the head of the regional headquarters of Navalny, Yegor Chernyuk, who, presumably, will be the recipient of the cargo.
“If this cargo is found, it is necessary, under various pretexts, to slow down the cargo and report the discovery of these paraphernalia in the DCH of the Western LU of the Ministry of Internal Affairs of Russia on transport <...> and the FSB officer for the Kaliningrad region Mashanov,” the document says.
“All this is terribly funny in the context of the assurances of Kirienko, Pamfilova and other crooks, they say, Navalny’s campaign does not concern them in any way, they do not interfere with it, they are not interested in any way. Sure sure. That’s what the FSB and the Ministry of Internal Affairs are on their ears, ”Volkov wrote.
