
On Monday, August 21, it became known that the governor abolished the Hyde Park on the Marse Field. The most crowded protests of this year passed here: rallies against the transfer of the Isaac's Cathedral and anti -corruption shares.

In June 2012, after protests throughout the country, the Federal Law “On Meetings, Raits, Demonstrations, Processions and Pickets” made a correction that obliged Russian regions to introduce a zone in their territories-a zone where an unlimited number of citizens will be able to discuss socio-political problems.
The first Hyde Park in St. Petersburg in December 2012 was the southern section of Marse Paul-between house No. 3 and the Memorial “Wrestlers of the Revolution”.

Petersburg oppositionists met the decision of the city government ambiguously: they called the Hyde Park the location of the Hyde Park too remote from the metro (920 m from the Nevsky Prospekt station).
The appearance of the Hyde Park on Marsovaya, especially outraged by the Communists: due to the proximity of the site allocated for rallies with eternal fire and burials, they called this decision “blasphemous”. Representatives of the Communist Party still do not take part in the shares on the Marse Field.
Until the end of 2016-early 2017, protests were periodically held on the Marse Field, including annual LGBT Praids, but the Hyde Park did not collect many thousands of shares.
In 2014, four another guide park appeared in St. Petersburg. In the specific park (between the stations of the Vodelnaya and Pionerskaya metro station), Polyustrovsky Park (3.6 km from the Ladozhskaya metro station), the garden named after the 30th anniversary of October (1.6 km from the Alexander Nevsky Square) and the South-Primorsky Park (4.8 km from the Veteranov Prospekt metro, next to the Petershofsky highway).
All these sites are removed from the city center, and most of them are harder to get by public transport than to the field of the field. The organizers of the protests were often offered to transfer rallies from Marsov to the specific park, less often to other Hyde Parks, but the opposition did not agree.

The organizers of the shares in the Hyde Park do not have to coordinate their events with authorities, enough notification. If the action was held on the Marse Field, the Committee on the Legality and Law and Order should be informed. In other cases, information about the rally is sent to the administration of the districts to which the Hyde Parks belong.
However, Smolny still found a way to ban stocks. In January 2017, opponents of the program of the ROC Cathedral faced this, for example, in January 2017. At first they tried to coordinate a full -fledged rally for several thousand people, but received a refusal: at that time a NOD rally was supposedly planned. Then the organizers notified Smolny about the holding of the Hyde Park format. But Smolny in response stated that the Hyde Park would be busy at this time too. As a result, the rally was held on the Marse Field on January 28 in the format of a meeting of deputies with voters.
Despite the fact that the Hyde Park is intended for “collective discussion of socially significant issues and expressing public moods”, Smolny gave Marse to the needs of the organizers of cultural and entertainment events-precisely in those days when protests were planned.
For example, the next rally of opponents of the program of Isaac was held on March 18 instead of the originally declared on the 19th. The reason was the holding of the sea of the sea on the Marse field. The day of the sea really took place , but gathered no more than a thousand people.
Before the Day of Russia-June 12, which was planned for an anti-corruption rally-officials reported that at that time the military-patriotic festival "Straikefest" (according to some reports, it was called "Serving Russia"). However, the organizers turned the event when there were too many protesters on Marsov.

However, the organizers of the events themselves have repeatedly violated the rules for using the Hyde Park established by law. The maximum occupancy of each of the sites is 200 people. At the same time, about 5 thousand came to the action in defense of Isaac, at first, on January 28, and the second time, March 18, the organizers counted twice as much.

The governor of St. Petersburg Georgy Poltavchenko signed a resolution excluding Marse field from the list of places involving a special procedure for holding public events. This became known on August 21, but, according to Fontanka, the document was signed on the 17th. Now the rallies held there must be coordinated.

The spokesman for the governor Andrei Kibitov explained that the main reason for this decision was "mass appeals of citizens who are unhappy with the conduct of rallies on the mass grave." After the anti -corruption action on June 12, such appeals were really - for example, from municipal and public council under the Main Directorate of the Ministry of Internal Affairs.
The last rally in the Hyde Park on the Marse Field was the LGBT PREDENT that was inconsistent on August 12. At the end, a group of young people sprayed activists and journalists from a pepper spray.

The Committee on Legality and Law and Narhazing can still be submitted for rallies on the Marse Field. This must be done no earlier than 15 and no later than 10 days before the planned date of the event. Such rallies are regulated by the city and federal laws “On meetings, rallies, demonstrations, processions and pickets”. If Smolny does not coordinate the action, in the case of conducting it will be considered illegal.
