The governor of St. Petersburg Georgy Poltavchenko signed a resolution excluding Marse field from the list of places involving a special procedure for holding public events. This became known on August 21, but, according to Fontanka, the document was signed on the 17th. Now the rallies held there must be coordinated.
The spokesman for the governor Andrei Kibitov explained that the main reason for this decision was "mass appeals of citizens who are unhappy with the conduct of rallies on the mass grave." This must be done no earlier than 15 and no later than 10 days before the planned date of the event. Such rallies are regulated by the city and federal laws “On meetings, rallies, demonstrations, processions and pickets”. If Smolny does not coordinate the action, in the case of conducting it will be considered illegal.
