The government instructed the Ministry of Energy, the Ministry of Industry and Trade and Rostechnadzor to develop uniform requirements for the placement and operation of electric charging stations (ECS). This was reported by Izvestia with reference to the minutes of the meeting signed by Prime Minister Dmitry Medvedev.
According to the document, representatives of ministries must “prescribe” the acceptable characteristics of chargers, requirements for their designation, and criteria for calculating the minimum number of devices for urban and suburban conditions. They must do this by September 27.
Izvestia’s source in the working group of the National Technology Initiative added that by the end of 2017 the government plans to approve a “road map” for improving legislation and eliminating administrative barriers” in the electric vehicle industry.
In November 2016, the government ordered the installation of EPS at all gas stations existing in Russia. According to the draft of the new initiative, EPS will also be located in parking spaces and in shopping and entertainment centers.
On July 12, the government introduced the concepts of “electric vehicle” and “hybrid vehicle” into the road traffic regulations. Along with them, the traffic rules introduced a “Zone with limited environmental class of mechanical vehicles”, in which electric vehicles will be able to park.
According to Gazeta.ru, at the beginning of 2017, 920 cars were officially registered in Russia, a year earlier their number was 647. On August 31, the grace period in Russia ends , during which the import duty on electric vehicles was reduced from 19% to zero.
