A former deputy assistant in Altai was fined again for the same posts on social networks

Vladislav Konopikhin, a former teacher and deputy assistant in the Altai Territory, was repeatedly fined for publicly displaying a swastika and distributing extremist materials on VKontakte, according to a report from the regional prosecutor's office. The decisions were issued by the Oktyabrsky District Court of Barnaul on June 16 and July 11, and on July 19 and August 8, respectively, the Altai Regional Court upheld them.

The first decision against Konopikhin was made in December 2015 for the same reasons. Konopikhin was found guilty under Art. 20.3 and 20.29 of the Code of Administrative Offenses and awarded a fine of one thousand rubles for each of them. The activist did not remove the posts from his page, which is why the prosecutor's office conducted a check and brought him to justice again.

Konopikhin himself said in court that he could not delete the materials because he did not remember the account password. The contract with the mobile operator, but whose number the page was registered, was terminated, and Konopikhin is afraid to transfer personal data to Vkontakte technical support. The court considered this explanation unsubstantiated and contradictory. The Altai Regional Court recognized the decision on the fine as lawful.

The prosecutor's office sent information to Roskomnadzor to block the page.

According to Art. 20.29 Konopikhin was brought to justice for the video “Let's remember the Rogues and Thieves of their Manifesto-2002”. The swastika in two cases out of three was used by him not for propaganda of Nazism, but as a means of political controversy.
