The former deputy head of the Federal Penitentiary Service of St. Petersburg was suspected of receiving a bribe from the contractor of the Kresty-2 pre-trial detention center

The investigation has opened a new criminal case against the former deputy of the Federal Penitentiary Service for St. Petersburg and the Leningrad Region, Sergei Moiseenko, accused of inciting the murder of his subordinate, according to the website of the Main Investigation Department of the Investigative Committee for St. Petersburg.

Moiseenko is suspected under Part 6 of Article 290, Part 5 of Article 291 of the Criminal Code (taking a bribe, giving a bribe on an especially large scale). Another person involved in the case was Ruslan Khamkhokov, the general director of Petroinvest, who carried out contracts for the construction of the Kresty-2 detention center.

According to investigators, in March 2010, Moiseenko invited Khamkhokov to sign acts of allegedly completed work under a government contract. In return, the general director had to give Moiseenko at least ten percent of the value of each contract. Khamkhokov agreed to such conditions. The investigation believes that in this way, from 2010 to 2015, Moiseenko received 350 million rubles in bribes.

The police detained Khamkhokov and are now conducting searches of his place.

Moiseenko was detained in March on suspicion of involvement in the murder of the head of the capital construction department of the Federal Penitentiary Service, Nikolai Chernov. Moiseenko ordered the murder of his subordinate, a resident of St. Petersburg, Sabir Sadykov, who shot Chernov in the car. The prosecutor's office linked the attempt to an official conflict.

On August 31, the Investigative Committee also announced that it had detained a new defendant in the murder case - Igor Zakharov, who in February 2017 in St. Petersburg handed over a Makarov pistol with a silencer to Sadykov.

The Kresty-2 pre-trial detention center in Kolpino has been under construction since 2007. Currently, the ex-head of GSK Viktor Kudrin is under house arrest on charges of embezzlement of more than 56.5 million rubles (Part 4 of Article 160 of the Criminal Code). In addition, in March, the Investigative Committee opened a case of fraud during the construction of the road to the new “Crosses”.
