Experts under the government criticized the data transmission scheme for the "Laws of Yarova"

The working group “Communications and IT” of the Expert Council under the Government of Russia criticized the requirements for the organizers of the dissemination of information (Ori) on the Internet, prepared by the Ministry of Communications. The conclusion got acquainted with the "Vedomosti".

Experts named the proposals of the Ministry of Communications by unfinished ones, and also found many shortcomings in it.

“One of them is the obligation of APO to issue information even if the operator does not have this information,” the newspaper said.

According to the initiative of the department, Internet services will have to provide at the request of the FSB the pseudonym of the user, his real name, date of birth, passport data, his contacts (phone, e-mail), IP address.

In addition, the Ministry of Communications was proposed to transfer text messages, calls, data on payments, location, transferred files at the request of the authorities. These data will oblige to disclose the services included in the ORA register. It includes VKontakte, Odnoklassniki, Yandex, Rambler & Co and Telegram.

To transfer data, servers must install the technical support system of operational-search measures (SORM). Experts noted that SORM software equipment is the same, it will not be supported on all services.

Based on this, the working group proposed creating a new one along with Ori, as well as simplify the issuance of certificates.

The requirement to transmit these data in the FSB is contained in the “anti -terrorist” laws of Irina Yarova, which was previously signed by Russian President Vladimir Putin. These norms will enter into force on July 1, 2018. As the Vedomosti previously indicated , the “Yarovoy laws” will violate the new regulations of the European Union for data protection, which is why the operators will have to pay a fine of up to 45 billion rubles.
