The monument intended to open as part of the celebration of the 450th anniversary of the city on August 4-6. However, on July 20, at a working meeting of the Governor of the region Vadim Parakogo with representatives of the public, both opponents and supporters of the installation of the monument, it was customary to postpone the installation. “We are not going to make any changes in history, canonize Ivan the Terrible. We are talking about the founder of the city of Orel, who 450 years ago decided to establish a fortress here,” the governor said at the meeting.
On October 30, a bag was put on the head of the monument to Grozny. The horse was strengthened in the teeth, which supported the sign with the inscription "What a spirit, darkness." The police detained a 36-year-old resident of Yaroslavl. He came to the eagle specifically to hold his action. The name of the protester was not called. On November 24, the Eagle Factory District Court refused to satisfy the lawsuit of the ex-deputy of the City Council of Orel Yuri Malyutin on the demolition of the monument. The plaintiff pointed out the illegality of the construction of the monument in the security zone adjacent to the Epiphany Church. On March 2, the Oryol Regional Court rejected Malyutin's appeal to the decision of the district court and recognized the legal installation of the monument.
