As the "carousel" drove Petersburg in the elections. We publish photographs

On a single voting day on September 18, 2016, deputy Vitaly Milonov voted in section No. 612. While he was interviewed to reporters, a woman in a jeans jacket imperceptibly passed behind him. Without attracting attention, she lowered the ballots into the urn for voting a few minutes after the deputy, to whom the victory in this district allowed to become a deputy of the State Duma. A woman in a jeans jacket on the voting day went around six sites.

By combining efforts, volunteers, observers and supporters of the loser of the elections of candidates for State Duma deputies, they managed to reveal, describe in detail and name the participants in the “carousel”.

At least 100 people are installed. This has gone without two weeks of the year - so much is separated from a single voting day on September 18, 2016. Two weeks later, the country has new elections.

The scene is the city of Petersburg. Falsifications were identified in twenty -one election commission of the Kirovsky district. The results of the vote in these areas allowed Vitaly Milonov to move to Moscow, who replaced the chair of the deputy of the St. Petersburg parliament to the place in the State Duma, and his associates in the United Russia party Denis Four Book and Alexei Tsivilev-to go to the Legislative Assembly of St. Petersburg.

The sites were located on the territory of eight St. Petersburg schools, and among members of the election commissions that issued the “carousel” of the ballots, there were many teachers.

Cheerful bearded and miracles of reincarnation

At one in the afternoon, a thin guy in a gray sweatshirt timidly approaches the urn at the PEC No. 619. The plot was opened directly in the school gym - so the guy is handed to the guy exactly under the basketball ring. The gym is filled with voters, and the guy is noticeably nervous. Second: Bulletins find themselves in the urn, the guy flies out of the site with a bullet. Point!

With each polling station, confidence is added. There are no voters at the PEC No. 625, where he comes in fifteen minutes - and he concentratedly immerses the ballots into the urn, without even looking back at the camera established by the horiz being.

The guy sets the pace - a new site every half hour. PEC No. 630, PEC No. 632 ... There are more people at the PEC No. 611 - and the guy is wary around. In PEC No. 630, he even manages to defend a small line near the urn, for a second frozen with a pack of ballots in front of a woman-police woman in anticipation, while a middle-aged couple vote in front of him. A couple of sites - and he no longer looks around, pushing the ballots into the urn. In the PEC No. 641, a smug smile appears on his lips: the mission is executed!

On a single voting day on September 18, 2016, he voted in nine polling stations. The work took half a day: at five o’clock in the afternoon, the “Carousel” was already free.

Judging by the wide smile of a bearded man in a hat with a cake, a run in polling stations became a good beginning of the September day. He started at the PEC No. 625, and finished at an hour of the day in section No. 635, exactly like a dull owner of a gray sweatshirt. For an early hour, a good harvest: a man in beige slips and a rainbow sweater voted in four areas.

A bearded man walked around a peppy brown -haired woman in a sandy coat, “hilling” seven sites: at the door of the PEC No. 625, she could well encounter a guy in a gray sweatshirt, the route at the “carousel” coincided. But the young lady demonstrated the miracles of ingenuity: she deftly changed her back on the way, changing a noticeable sand coat to a discreet black jacket exactly in the middle of the journey.

In his desire in each site, a new brown-haired woman is not alone. On the same route, with a difference of only a couple of minutes, two “carousel” move. The brunette in sneakers either removes, then puts on glasses, changes his jacket on a vest. As a result, by three o'clock it bypasses eight sections, seven remains behind the competitor.

For observers - invisible

What do observers see at each of the sections at this time? The voter comes to the site, holds out a passport, receives a ballot and votes. Nothing suspicious, agree.

““ Carousel ”is one of the most difficult ways of falsification, which is nevertheless easy to prove with the help of video,” says Lilia Shibanova, the head of the Voili Association, noting that the Palm of the Championship in the invention of elected falsifications always belonged to St. Petersburg. The falsification techniques used here are then broadcast throughout the country, she remarks.

So it happened this time.

"White Album"

A year ago, a few days before a single voting day, brigades for the foremen who coordinated the “carousel” were held in St. Petersburg. Under the leadership of each foreman, from 5 to 10 people worked.

Each “carousel” has a route sheet: this is a list of polling stations in which the “carousel” should ride. A list of fake addresses - houses that a falsification participant should name as his address were attached to the sheet to get the ballot at the polling station. Well, and most importantly - information about who needs to vote for.

On the “Carousel” site, they showed a secret sign to members a secret sign in the passport - a sticker with a number near the photograph - and received other people's ballots for another voter. Usually for those who have not appeared in the elections for a long time. At the polling stations, the same people were engaged in the “carousel” - their task was to give out ballots, ignoring the fact that the voter was not attributed to the site. The “Carousel” bulletins received by someone else's surname were lowered into the urn for voting for the right deputy.

Not to get into trouble-not to be caught by observers or the police, SMS-ki helped, which were sent by the “carousel” Call Center.

For example, a message with the number of the polling station and the mark of the stop could come to the phone to the “carousel”. So, there is no need to go to such a site. Or ok - it means that you can continue the path.

A portrait of a typical “carousel” is a young guy under 35 years old in discreet dark clothes. Such characters in the video are the most. Sometimes the “carousel” changed clothes - removed and put on jackets and caps, threw hoods so as not to be identified.

To the “carousel” sections came with an interval of about 30 minutes, less often in groups of two or three people. According to observers, the “carousel” swept through the Kirovsky district from 12 to 17 hours. The “carousel” tasks coped in different ways: someone went around three sites, someone-eight.

All these details managed to find out due to the fact that outsiders fell on the briefing of the “carousel”. The day after the elections with a story about how, in a mark in the passport, he voted on a site in the Kirovsky district, Vladimir Koshkin, an observer, who managed to ride on the “carousel”, performed.

And in relation to Fontanka journalist Denis Korotkov, who made a similar trial similar in polling station No. 616. Korotkov received four ballots, demonstrating a passport marked, but did not vote - he returned them and demanded an explanation.

The exposure almost ended with the farce: the police immediately arrived at the site, who issued an administrative protocol on violation of voting rules. But not on members of the election commission, but on a journalist. The case was referred to the magistrate court, which in October 2016 terminated the absurd trial.

The commission was not listed

The phantasmagoria continued when a member of the PEC No. 616 appeared before the court, which gave the journalist a ill -fated ballot. It turned out to be a citizen of Ukraine Natalya Machine, who was not even listed in the commission. Here the case was stopped: the judge concluded - since the car is not a member of the commission, then there is no fraud.

“The fact of the admission to the documents of the election commission of a completely stranger and the fact that this person issued the ballots was announced for the first time,” comments Daniil Lyubarov, a member of the TIC No. 3 of the Kirov district.

In TIC No. 3, to which the site, where the elected “poltergeist” was recorded, is a non -existent member of the commission, the heads flew in the same month. The commission left nine members of the PEC No. 616. But this was not limited.

- Do not attract the car, so attract the chairman who gave her the ballot! - the lawyer Victoria Klimshina reasoned the member of TIC No. 3 with the right of an advisory vote and filed an application with the Investigative Committee - both on her own and from the territorial election commission.

But the department did not consider the statement, sending it to Gorizbirk, from where Klimina received a paradoxical answer: the criminal act has a place to be, only now the Gorizbirk is not authorized to excite it.

Klimina went to court with the appeal of the inaction of the Investigative Committee - he sided with the lawyer: the department showed illegal inaction. The decision entered into force recently - in mid -August.

But the main result of the scandal at the PEC No. 616 was different. The case was so outraged by the Petersburg observers that he became the starting point for the investigation of the “carousel”, which its exposure calls “Milonovskaya” - by the name of the deputy who won the federal elections.

The team, which tracked the movements in the sections of at least 100 “carousel”, included members of the election headquarters of Dmitry Pavlov’s candidates from the “Growth Party”, Vladimir Dmitriev (Communist Party), Andrei Palevich (Yabloko) and Alexei Kovalev (Fair Russia).

The initial goal was simple: to collect violations in order to later challenge the election results in court.

This was done: according to the results of the detected falsifications, about 350 claims were filed in the courts of the courts.

Their consideration ended with the expected refusal. But the real result of large-scale work was the “White Album”: this is how the exposure participants call the 100-page album with screenshots, where falsifiers moving to areas are recorded.

So it was possible to find 100 “carousel”, which voted on different WICs from two to nine times. In total, falsifiers made 460 exits to the PEC.

If we assume that on average, the “carousel” threw four ballots, it turns out that the “carousel” generated 1840 extra votes!

How much does a "carousel" cost

According to the estimates of black political strategists with whom the “new” spoke, the costs of the sale of “carousels” for a hundred people could amount to 7 million rubles.

100 “carouselists”, 20 foremen - this is from one to one and a half million rubles, a source noted in a conversation with the “new newspaper”. For the day of work, the foreman could receive from 15 to 20 thousand rubles, and the “carousel” - from 5 to 10 thousand.

But the main article of expenses is the bribery of the precinct commissions: according to the evaluation of the sources of the “new”, the loyalty of one commission could cost from 200 to 300 thousand rubles. In the "Carousel", which was revealed in the Kirovsky district, twenty -one weekends appear.

According to experts, only the Contractor at each of the levels will be called the exact price. “Carousel” is hierarchic: how much the team leader leaves the “carousels”, and how much he takes, only he knows.

Locker sheets helped to stretch the thread from the site to the site. But in order for the White Album to be born, the main element is not enough - videos.

They managed to get them in early October: after a written request in Gorizbirk, the team was provided with videos from 260 out of 272 sections.

To detect “carousel”, it was necessary to watch 3,000 hours of video. What to compare this? Try to watch the movie "Election Day" 1500 times.

The work went a month and a half: from November to mid -December. To watch all the notes (some not once), it took 1700 man-hours. If you work alone, this is more than ten months of work. The video watched twenty -two people, of which six were more active than others.

And then it was still necessary to invent a way to track the “carousel”.

“There was no worked out methodology, we ourselves came up with formats,” says Afanasyeva.

We started with the search for finished technology - they turned to the developers of the FindFace application, she recalls. Those only shrugged: low quality video, it is impossible to recognize faces with the help of the program. I had to do everything manually.

Photos with briefings helped to find falsifiers on the chain - as soon as the “carousel” appeared in the frame, the group watched the video from neighboring sites in the same time interval.

“The methodology used by the investigative organs used: working with external characteristics - physique, hair color,” says Afanasyeva. - Several people simultaneously watched the video and found “carousel”. We hung their pictures on the walls.

Brutal, pink sneakers and blue shirt

At the end of the campaign, there were several dozen photographs on it - all in order to remember people in the face and then easily recognize them in the video. Another necessary element of the interior is a map of the districts of St. Petersburg with flags of violations: “carousel” areas were noted red.

The internal nickname system helped to look for “carousel” in the video. A bearded man, brutal, pink sneakers and a blue shirt, lists some of them Afanasyev.

“Work at the headquarters began after an hour, ended in the region of nine,” says Alexander K., one of the leaders of the headquarters. - We watch the video from one site for two hours, then you switch to another. If you find a “carousel”, you make a mark - a section and a nickname in the table.

To watch the records faster, the video accelerated to five times. In order not to get bored, they turned watching the video first into entertainment, and then into the competition.

“You would see what voters are doing,” Alexander laughs. - They rush with ballots, fall out of the booths, dance!

But the most important thing is to calculate the “carousel”, here we need special abilities. Beginners even passed the exam - to accurately describe the appearance of a person on the video. And then for the computer: who will find more “carousel”. The leaders instantly were a handbrake guy who had only served in military intelligence, and a fragile fitness coach Nadezhda. Or “little hope”, as it was called in the team.

Search for little hope

Nadia perfectly remembers the day when she sat down at the computer and found the first “carousel”. It was long and rather boring, but the headquarters itself was atmospheric - photographs on the walls made it like a detective agency.

And then it suddenly turned out that hope is a master of identification. Nothing difficult, she explains, you just need to keep in my head several dozen visual images - face, clothes, gait.

“We must be focused,” she says. - It tires - okay, there would be ten “carousel”, and there were more than a hundred of them! I thought that the work was two weeks, and dragged on for months.

Nadia says that now many “carousel” would have learned by person - they became so confused during the project.

“My favorite is a guy in a red cap and holey jeans,” she describes a “carousel” under the code name “bearded man”, who smiled fervently every time he sent ballots to the urn. - Well, it is necessary: ​​to do nasty things with a smile on the face!

And Nadia also tells - those who watched the video found acquaintances among the "carouselists" a couple of times. What is logical: “carousel” and hunters of almost the same age, rarely more than forty.

“The guy from the team found out a classmate on the video,” says Nadia. - Found her on social networks, wrote her a message, but she did not answer anything.

“Personally, I had no desire to punish - there was neither rejection nor anger,” Nadia says that she feels in relation to the “carousels” who violated the law before her eyes. - There was no task to punish these people! It was interesting to prove the crime.

Here Nadi has a reason for pride - according to her, when the team brought a statement with the photo tables to the police, looking at the volume of work, the employees asked: was not a little hope to work in the investigating authorities? Nadia sincerely says that he examines: “I would go, of course!” But for some reason she was never called to work. And the police are in no hurry to investigate violations.

Nadia is not sad, he believes that the game was still worth the candle. “The problem was revealed-there has always been a little hope,” she beats her name. -Something fragile was! And it came true. "

"Black Album"

“I received materials on the“ carousel ”in the form that you see him now,” says Daniil Lyubarov, a member of TIK No. 3, speaking of a voluminous “white album” with “carousels”.

Three assistants under his leadership were searched in video members of election commissions who played along with “carousel”.

“I was not interested in the results of the vote, but by the names of those who gave the“ carousel ”of the ballot,” he notes. — Это были либо члены комиссий, которые действовали незаконно, либо, что еще хуже, — посторонние люди. И тогда надо понять, как их председатель допустил на участок.

Найти «карусельщика». Узнать, когда он появлялся на участке. Найти на видеозаписи, какой именно член комиссии выдавал «карусельщику» бюллетени. А потом – опознать. На последнем этапе Даниил лично связывался с теми, кто мог бы знать членов комиссии в лицо. Так удалось узнать имена десяти человек. Столько же помогли установить «Наблюдатели Петербурга за честные выборы». Еще пять нашли благодаря тому, что фотографии разошлись по социальным сетям.

В августе в УМВД по Кировскому району поступило заявление о совершении правонарушения. Заявитель Виктория Климшина указывает, что члены 20 УИК в Кировском районе «выдавали гражданам бюллетени для голосования для предоставления им возможности проголосовать вместо избирателя и сделать это более одного раза». Все доказательства задокументированы. И мы уже знаем, благодаря кому.

— Прошу провести проверку, опросить председателей, привлечь к ответственности, если выдавшие бюллетени являются членами комиссии, — рассказала «Новой» Виктория Климшина. — А если они не являются членами, но все равно выдают бюллетени, привлечь председателей.

К заявлению прилагаются изображения 49 членов избирательных комиссий. Часть из них — 24 человека, опознаны другими участниками комиссии и названы по именам. Виктория Климшина просит провести проверку и привлечь виновных к ответственности по ст. 5.22 КоАП РФ — «Незаконные выдача и получение избирательного бюллетеня».

Факт остается фактом: люди на фотографиях от двух до пятнадцати раз выдавали «карусельщикам» бюллетени за других избирателей. Поэтому мы с нетерпением ждем от членов УИК объяснений. Мы считаем, эти имена должны прозвучать в публичном поле: едва ли не половина фигурантов списка — школьные учителя.

Разоблачители «карусели» требуют, чтобы ее участники больше не попали в избирательные комиссии. У наблюдателей есть свои черные списки — сейчас в них больше сотни фамилий, но никто не может гарантировать, что покинувшего одну комиссию человека не возьмут в другую.

— Механизма, который мог бы предотвратить попадание этих людей в комиссии, сегодня нет, — замечает Даниил Любаров. — Черные списки составлены волонтерами — к ним комиссии прислушиваться не обязаны.

«Пока не обязаны», — замечает глава ассоциации «Голос» Лилия Шибанова.

— Идея списков фальсификаторов может быть эффективна, — отмечает она. Фальсификаторы боятся публичности, а тем более если они — учителя и руководство школ. Но реализован такой сценарий может быть, только если активисты найдут каналы, чтобы эти списки транслировать.

— Когда мы начали эту историю, все нам говорили: вы сумасшедшие, вы же не выиграете эти суды! — замечает Юлия Афанасьева. — Да, есть объективные обстоятельства – использование видео в качестве доказательств на суде не всегда представляется возможным. Но этот кейс чрезвычайно важен. Когда весной произошли изменения в законодательстве — ужесточилась ответственность для фальсификаторов, мы поняли — работали не зря.

REACTION
Уже после того, как материал был опубликован, разоблачители «карусельщиков» получили ответ от Горизбиркома. «Наблюдатели Петербурга» выступили с обращением: увольнение девять членов УИК № 616 — «мера недостаточная». «В какие правоохранительные органы — Следственный комитет, прокуратуру, МВД – обращался ли Горизбирком с просьбой провести проверку обстоятельств фальсификаций и каковы результаты этих обращений?, — прямо интересуется «Наблюдатели». И еще спрашивают: просмотрели ли сотрудники Горизбиркома видеофрагменты, фотоматериалы по членам УИКов, выдававших бюллетени «карусельщикам»? Ответов на эти вопросы Горизбирком не дал. В трехстраничном ответе приведено подробное описание уже известных увольнений, завершающееся безнадежным —«оснований для освобождения членов избирательных комиссий от своих обязанностей не имеется».

Спустя неделю после публикации «Новой газеты» разоблачителям «карусельщиков» установили имена еще шести членов УИК, которые выдавали фальсификаторам бюллетени. Их удалось опознать по размещенным фотографиям. «Новая газета» будет следить за развитием событий.
