Media: The Law on "undesirable behavior" is being prepared in the Council of Council

The Provisional Commission of the Council for the Protection of State Sovereignty and the prevention of interference in the internal affairs of Russia is preparing a bill on "undesirable behavior." Such information is reported by Izvestia with reference to a number of "informed sources", including the head of the commission - deputy chairman of the Upper Chamber Committee on International Affairs Andrei Klimov. As expected, the document will be entered in the State Duma at the beginning of next year.

The bill is being prepared in addition to the law on "undesirable" organizations that have been in force for two years. Under "undesirable behavior" the authors of the initiative understand activity to the detriment of national security.

“Our overseas partners systematically intervene in our affairs,” Klimov said. “Now we are monitoring the election situation and analyzing what methods we tried to intervene in the internal affairs of Russia. In particular, we want to trace the movement of money that are sent from Washington to the activities of different organizations through different channels.”

According to one of the interlocutors of the publication, “undesirable behavior” is supposed to be mainly accused of individuals - both foreigners and Russians. Under the definition of "undesirable behavior" it is planned to incite national, religious and political razor, "facts of potential intervention" in the Russian electoral process, as well as "work from the outside" with Russian youth, including educational institutions.

Several options for applying the law in practice are discussed. One of them provides for the supply of denunciations to the Prosecutor General's Office by deputies and senators of denunciations. According to the results of the audit, Russians may expect liability up to criminal, and foreigners - expulsion from the country.

The Provisional Commission of the Council was formed on June 14. Boris Nevzorov became Deputy Klimov; The commission also includes senators Lyudmila Bokova, Oleg Morozov, Olga Timofeeva and Olga Kovitidi. One of the proposals of the new structure was the creation of a “black book”, dedicated to the fact that senators described as relevant facts of interference in the internal affairs of Russia, and the definition of clear criteria for the concept of “interference in the internal affairs of the sovereign state”.

The concept of "undesirable" organizations was introduced into the legislation in May 2015. Foreign and international NGOs recognized as "undesirable" do not have the right to transfer money to Russia, implement programs in the country and open their representative offices. It is also prohibited to disseminate information materials from such organizations. For connections with "undesirable" organizations, he is threatened to six years of colony.

Today, 11 structures are included in the list of "unwanted" NGOs.
