A criminal case was opened against the former head of the Center for Countering Extremism in Ingushetia, Timur Khamkhoev, for using a deliberately forged document (Part 3 of Article 327 of the Criminal Code), human rights activist Magomed Mutsolgov wrote in his blog on the Caucasian Knot website.
Khamkhoev and other department employees are accused of torturing detainees, robbery and extortion. One of the victims, 50-year-old Magomed Doliev, died after being tortured and beaten at Center “E”.
As Mutsolgov writes, Doliev’s sister Pyatimat “had information about Timur Khamkhoev’s use of a fake higher education diploma.” She contacted the prosecutor's office and asked to conduct an investigation into the fact of forgery of the diploma.
The document posted by the human rights activist states that the office of the Investigative Committee in Ingushetia opened a case on August 16.
In July it became known that the investigation into the torture case at the Ingush Center “E” had been completed . According to investigators, in the summer of 2016, department employees tortured Magomed and Marem Doliev in order to obtain confessions in the robbery of Rosselkhozbank. The spouses were beaten, suffocated with bags and given electric shocks.
