An application for ex-minister Ulyukaev was written by the head of Rosneft Sichin and General Feoktistov

At the trial of the court in the Zamoskvoretsky District Court of Moscow, new details of the case against the former Minister of Economic Development Alexei Ulyukaev found out. The prosecution decided to study the materials: the prosecutor read out the detention protocols, drawn up by the operatives of the FSB Office, as well as the decryption of wiretaps-audio recordings of Ulyukaev’s conversations with the head of Rosneft Igor Sechin.

It turned out that Sechin and at that time the Rosneft security service Oleg Feoktistov wrote to the director of the FSB Alexander Bortnikov a statement that Ulyukaev demands two million dollars for assistance in the privatization of Bashneft and gave their consent to participate in the investigative experiment. Its first stage was held in the office of 381 at 12 Bolshaya Lubyanka Street, it included instruction, processing and marking of money with the drug “Mascul seven”. The second took place already in the Rosneft office on November 14, 2016.

The next scene - the detention of the minister - takes place in the courtyard of Rosneft, where the Ulyukaeva service car stands. FSB operatives find a bag with hundred -dollar bills in the trunk of a car.

Ulyukaev takes out a keychain from his pocket. In the acts of inspection of funds, it will later indicate that on the bag, money and hands of the ex-minister there was a substance “mascara seven”.

In the courtyard, Rosneft, Ulyukaev, will tell the operatives that he does not remember that he put this bag in the trunk, but recalls that he touched it when he put a basket in the trunk.

The defense of the ex-minister in court stated that the materials were not completely announced. She also pointed out the court to contradict: from the statement of Sechin -Feoktistov it follows that Ulyukaev extorted a bribe in Moscow, while the indictment is a matter of Goa (previously Sechin and Ulyukaev met in this Indian state as part of a working trip).

At the same meeting, they heard the testimony of a witness - the leading adviser to the Department of Corporate Department of the Ministry of Economic Development, Julia Moskvitin. She said that the ministry during the preparation of the privatization of Bashneft in 2016 came to the conclusion that Rosneft had no obstacles to participate in the transaction on the purchase of Bashneft shares.

“We examined this report (compiled by the VTB Capital agent, - Ed. ) And sent him to the government with a request to approve all the conditions,” she said. In this first report of the agent, according to her, as potential buyers, in addition to Rosneft, Gazprom and Lukoil were indicated.

The following was the order of the Deputy Prime Minister Arkady Dvorkovich with a request to consider the possibility of the transaction: “We came to the conclusion that there are no legislative restrictions for participating in the Rosneft transaction.”

Then the corresponding document was prepared and sent to the government. “We wrote that the restrictions do not apply to our deal, that in the future we have another transaction - the sale of Rosneft shares, and that the Bashneft’s privatization deal can have a positive effect for the budget,” said Moskvitina.

To the question of the prosecutor Filipchuk, whether the Ministry of Economic Development was concluded, she explained: “There was a phrase that if there are fears [under the transaction], then this can be done with a separate act of the government.”

After that, Prime Minister Dmitry Medvedev already instructed to finalize the report.

“We instructed the agent, but he did not change anything significant,” the witness said. At the same time, she mentioned that the Ministry of Energy considered it inappropriate to participate in the company's transaction, controlled by the state.

Moskvitina added that Ulyukaev deleted something out of the document, but found it difficult to remember exactly which edits were made. The fact that he considers the deal inappropriate, she learned, like colleagues, from the media.

Continuation of the process - on Thursday, September 7. The charge does not declare in advance which of the witnesses will come to court. But the witnesses of Sechin and Feoktistov are very expected here.
