Kyiv is ready to transfer 309 prisoners in exchange for 87 Ukrainian citizens held in Donetsk and Lugansk. This was stated by adviser to the head of the Security Service of Ukraine Yuri Tandit, UNIAN reports .
“We are ready to consider the liberation according to the“ 87 on 309 ”formula. We are talking about those people who are identified who have not committed particularly serious crimes and are directly related to the anti -terrorist operation. We do not consider persons who carried out particularly serious crimes or crimes that are not related to the ATO,” said Tandit.
At the same time, it is necessary to remember all 144 Ukrainian hostages that are illegally held in the LPR and the DPR, the representative of the SBU emphasized. “It is very important for us that the representatives of the Ordlo (individual areas of Donetsk and Lugansk regions. - Ed.) Confirm the presence of 87 of our guys. This is the first. And we are pronouncing the details of the lists, including those that we will transmit,” Tandit noted. The search for other hostages continues.
At the same time, the adviser to the head of the SBU noted that there is no exact deadlines for the exchange. Negotiations can continue considerable time, he admitted.
The release of prisoners according to the formula "all for all" is provided for by the Minsk agreements. On February 21, 2015, ten days after their signing, a major exchange of prisoners took place . Then, in exchange for 140 security forces, 52 supporters of the "people's republics" of Donbass were liberated. However, since then, negotiations on exchange are with great difficulties. Exchange has become single.
In June 2016, the deputy of the Verkhovna Rada, Nadezhda Savchenko, who was freed from Russian captivity, began to deal with the problem of exchanging prisoners. On January 10 of this year, she published on her FB page lists of fellow citizens captured by Russia and militants of the DPR and LPR , as well as missing. She intended for these people to exchange for Russian military and mercenaries in prison in Ukraine, according to the formula of "all at all."
Savchenko listed 129 prisoners of war captured in the Donbass. By that time, 42 of them were known about the whereabouts. Savchenko offered to exchange them for 256 supporters of the LPR and the DPR, the detention of which was confirmed by Kyiv .. Another category of citizens of Ukraine is political prisoners, arrested or already convicted in Russia and in annexed Crimea. 44 were launched on Savchenko’s list. Meanwhile, 102 Russian citizens convicted in 2014-2016 were serving in Ukraine for participating in aggression against Ukraine. The deputy also offers these citizens to exchange on the principle of "all for all."
